Subject: Porches
I. INTRODUCTION
In 1999 the Zoning Ordinance was amended to allow front porches to have a lesser
front yard setback than the building setback. The front yard setback for a porch is 20
feet. The front yard setback in the R-1 district varies from 25 to 35 feet. In the fall of
2001 there was a request for a variance for less than 20 feet for a porch at 101
Interlachen Road. The Commission discussed this porch at great length and indicated
. that there was a difference between a closed porch and an open porch. This leads us
to the point where we are now. What;s a porch?
Attached are several examples of homes throughout Hopkins. Some of the homes
have longer eaves that create an area that functions as a porch. There are also some
porches that are fully enclosed and ones that are only partially enclosed.
II. EXISTING DEFINITIONS
Porch: a one story, covered entrance to a building, with a separate roof, that is not used
for livable space.
Livable space: an area that is habitable for the entire year.
III. DISCUSSION QUESTIONS.
Some of the questions for tonight's discussion are the following:
. Is the existing definition of a porch acceptable?
. Should there be different definitions for the different types of porches?
. . Should there be different setbacks for open porches, partially enclosed porches
and enclosed porches?

I hope after the discussion tonight staff will have some direction as to whether there
should be ordinance amendments in the future.
