Authorize Professional Services Agreements - City Facilities Improvement Project
Proposed Action.
Staff recommends adoption of the following motion: Move that Council approve Staff
selection of Architectural and Construction Manaqement firms to provide professional
services for the Fire, Police and Public Works Departments facility improvement proiect
and authorize the Mayor and City Manager to execute professional services
aqreements.
Overview.
City staff has completed the selection process for hiring consultant firms to provide
architectural and construction management services for the city facility improvement
project. The proposal review/interview teams recommend City Council approve the
Collaborative Design Group, Inc. for architectural/engineering services and Kraus-
Anderson Construction Company, Midwest Division for construction management
. services. These companies were selected from a field of 13 that responded to the city's
request for proposals. Both companies are very qualified with extensive experience at
designing quality public safety and public works facility projects and delivering them
within budget and schedule. If these companies are approved, staff will prepare the
applicable AlA document agreements for the City Manager and Mayor's signatures.
These agreements detail the terms and conditions between owner and architect or
construction manager. Design work can then begin.

Analysis of Issues
. Consultant Selection Process
Staff prepared request for proposals for both architectural and construction
management services. These RFPs were then mailed to 16 selected companies. The
companies were those that had expressed interest in the proposed project or were
known to have recently provided services on similar projects. A non-mandatory pre-bid
conference was held to provide additional information and answer questions on the
proposed project and professional services. Thirteen consulting firms responded with
proposals-7 architectural and 6 construction management. The architectural services
proposals were reviewed and scored with a rating form by a review team comprised of
staff members from all three city departments. The review team for the construction
. management proposals was comprised of the Public Works Director and four Public
Works Superintendents. The committees decided to interview the top four architectural
and CM companies. A second interview was held for the top two architectural
companies. The final selection was based on each consultant's responses to
questions, relative strengths in the areas of project team personnel, experience level
and references. References of both consultants were contacted. The owners of
recently completed or under-construction projects gave gave both recommended
consultants strong endorsements. The review committees are confident Colaborative
Design Group, Inc. and Kraus - Anderson will successfully team with the City to provide
outstanding new city facilities completed on-schedule and with the highest value.
. Professional Services Fees
The proposed fees were only a small part of the overall proposal rating criteria and final
selection consideration. The architectural fees ranged from $480,000 to $795,000.
Collaborative Design Group, Inc. proposed fees are $719,550.
The construction management fees ranged from $350,000 to $441,000.
The Kraus-Anderson proposed fees are $441,000. K-A has agreed to include many
project services assoclated with the Police Department renovation in their fee. The
. other proposed fees did not include the PO renovation portion of the project.

. Design Process
Design work will begin after the City executes agreements with both consultants. One
of the first steps in beginning the project design will be forming a building committee
representing the three city departments. This committee wlll work with the architect in
reviewing the preliminary work already completed and setting a course for the
schematic design phase. Another important early step will be a partnering meeting with
the architect and construction manager to assign various pre-construction
responsibilities, set meeting schedules, etc. This will help ensure both consultants
understand their respective roles during project design and so that there isn't duplication
of effort. The construction manager will develop a cost estimate at completion of the
schematic design, during design development, and at design completion. The CM will
guarantee that the project bids are within our budget. City Council, and the general
public, will be kept apprised of the project through periodic updates at City Council
. meetings, public informational meetings, Hopkins Highlights articles and our web site.
. Project Schedule
The current estimated project schedule is as follows:
Design phase (PW/Fire Dept site): August 2002 - June 2003
Design phase (Police Station): June 2003 - December 2003
Construction phase - Site work: May 2003 - July 2003
Construction phase - Fire Station: June 2003 - February 2004
Construction phase - Public Works: July 2003 - March 2004
Construction phase - Police Station: February 2004 - August 2004
This schedule will be reviewed and revised as design work progresses. The schedule
also assumes that Police Station renovation cannot begin until the Fire Station is nearly
completed and Fire Dept apparatus is moved to the new fire station. The schedule will
change if it is possible to provide a temporary location for the Fire Dept during
construction.

Experience:
Dick Lembke, Project Superintendent, has worked for over 45 years in
the construction industry with "hands on" experience in a wide variety of
positions, both administrative and field related. Dick has been with
Kraus-Anderson since 1990 working as a project superintendent. He is
extremely knowledgeable of the entire construction industry practices and
has the supervision experience required for a major educational project of
this scope.
Dick is an extremely hard working individual, with a great ability to get
the job done. He has supervised work crews on many large construction
projects throughout his career. He has a strong command and knowledge
of all construction trades and is detail oriented. As a project
superintendent, Dick understands how critical it is to the success of a
project to properly schedule the various trades and to monitor the quality
and workmanship throughout the job. He is experienced in making
timely and informed decisions in crucial situations. Most importantly,
. Dick will see to it that the project meets the Owner's approval and is
completed within the time schedule and budget expected.

In 2001, The Maplewood Fire Department built a 14,000 sq. ft. 3-bay drive-through
station with a training facility, office space, kitchen, and lounge for approximately 2.2
million dollars. After inten;iewing numerous construction managers, we felt that Kraus-
Anderson had the best background in the area of construction of fire stations. We were
fortunate enough to have Gary Hook as the main contact on this proj ecL Gary was with
us every step of the way and provided us with great leadership from start to finish.
Besides the great leadership of Mr. Hook, we were very fOltunate to have Dick Lembke
. as the superintendent on the job. Dick's engineering ability to foresee problems before
they happened saved us a great deal of money where the architect made mistakes. Dick's
people skills were most appreciated by the Deputy Chief Svendsen and myself as Dick
walked us through and enabled us to understand the process.
I highly recommend the Kraus-Anderson Company as a construction manager when J
considering building something of tIns size. I would also stress that if you have the
opportunity, my first and foremost consideration for the job superintendent would be
Dick Lembke.
Kraus-Anderson is still working with us and we have been in the building over a year.
