State Aid funding issue discussion as it relates to truck traffic at the July
23,2002, City Council Work Session
BACKGROlJND
A public information meeting for the 2003 Street and Utility Improvement project was
held on July 9, 2002 at Hopkins City Hall. A draft version of the project feasibility report
was presented and the report is cunently being revised, based on the comments we
. received. We are planning on presenting the report to council on August ill and asking
you to order the Public Improvement Hearing.
ISSUES
One of the biggest issues on this rroject is the decision that needs to be made whether or
not to restrict truck traffic on st 1 A venue NOlth from Mainstreet to Milmetonka Mills
Road. Staff felt it was important to discuss this item at a work session in order to layout
the issues and go over the information we have cullected thus far. A resident survey was
sent out with the information meeting notice (attached). Many of the surveys th;:lf were
sent back discuss the truck and state aid issue. These completed surveys are attached to
this memo. In addition to going over thc main scope of the project, we want to detail the
state aid issue. The main issues surrounding the state aid item seem to be centered
around cost, enforcement, and the overall Hopkins state aid system. These issues are
outlined below:
. SCOPE:
The scope of the proposed improvements for this proj ect varies greatly throughout
the 5(h Avenue corridor. The necessary rehabilitation, based on the soil borings
that were taken, ranges from a deep mill and overlay to complete and partial
reconstruction. A variety of streetscape, trail, sidewalk, curb, pedestrian, traffic
calming, signal, lighting, railroad croSSll1g, drainage, and geometric
improvements are proposed for this proj ect. Stall wi II go over and highlight some
. of the main improvements that are proposed.

. COSTS:
The Hopkins Legislative !Juliey I\/lanual (Chapter I-I-B.7,(1) identifies major
streets in I-ll)pkins as follows: .
"Major streets arc cunsidered hy the City of Hopkins to be collector and
thoroughfare strects, :-::treets of this variety generally service local traflic as \vell
as traffic from other areas and therefore are designated in accordance \vith roads
of a higher road capacity, f\lajor streets within the City of I-1opkins are
constructed with a minimum capacity of q ton ptT axel. The primary source of
funding ror major ruaclways is special assessments and MSA funds."
Based on the l:'1ct that MSA funds 3re not avaibble for roads that are not
designated as 1\1S/\ roadways. sl:lll1eels the intent of the definition is to designate
~md fund m<.~ior roadways through special 3.ssessments and MSA funds. As a
result state aid fumkd streds are considered major streets and thus tvvo sections
uf the assessment policy (10.0-1- and 1 C1.(7) apply to this project. Assessment

street is improved". This policy goes on to state that "Existing single family

llsed. stall is proposing [\) assess the single family properties along the lines of
this policy (70~ b/JO%d except that we fec] it is fair to only assess these properties
based on ~i local standard stred design so thelt the single family homes don't have
to pay for the additional width and design of the collcctor street since regardless
of funding. stall feels the rOQLhvay will still function as a collector and should be
designed and built as Stich. The attached spreadsheet contains estimates of these
assessment scenarios based un [he proposed improvements in the feasibility
report. The assessment costs me broken out on a block-by-block basis due to the
wide variety of improvements and hendit to adjoining properties. The results of
these scenarios (state Qid \'5. no stJte aid) are a difference of QPproximately $600
to S 1,000 for an average 50-fuut single- L1mily lot.
. ENFOnCEMENT:
One major concern that has been expressed by the residents along S\h A venue in
relation to the state aid and truck issue is the current bck of enforcement fur the
existing no truck signage and what enforcement would be done if the segment
\.vere ot1icially removed from the state aid system. As you are most likely aware,
the current "Nt) Trucks'- signage is not enforceable by the Hopkins Police
Department due tu the legality 01' the signQge based 011 the state aid designation.
Many residents have stated that 5lh A venue may just as well stay state aid funded .
unless the truck restriction is enforced as they feel the signage is ineffective
wi thout strict enforcement. The Hopkins Comprehensive Transportation Plan

designates 5ih A venue as a collector street and traffic volumes and corridor
. characteristics back up this designation. As a result, regardless of designation or
signage, it is likely that Slh Avenue will continue to serve Hopkins in a collector
capacity. In discussions with Police Chief, Craig Reed, he stated that even if the
roadway was removed from the state aid system and was legally signcd for no
trucks, the restriction of trucks is "virtually unenforceable" due to legal truck
exceptions (deliveries, etc.), equipment, personnel, and response time limitations.
. HOPKINS STATE AID SYSTEM:
In order to maximize the Hopkins state aid funds that are made available through
the gas tax, slightly over 9 miles of roadway must be idcntified as "state-aid"
roads. The state aid designated roads are most often the major roads for most
cities (i.e. arterials and collectors). One of the main reasons why the major roads
are often designated as state aid roads is that they have a higher volume of traffic
than local roads and need to be designed to higher standards in order to handle the
traffic volume. Main collector corridors running through Cities that connect to
State and County arterials are most ohen the roadways designated as state aid
roadyvays (i.e. lih Avenue, Illh/I2th Avenue, 5lh Avenue, etc.). Thc main way
that Cities arc able to pay for the additional cost of these high use roadways is
through state aid funds. The state appropriates different levels of this funding
based on the "needs" of the roadway. For instance, if a state aid road was just
recently reconstructed, a City would collect the minimum needs on that roadway
due to the fact that it has very little need for maintenance and most likely had its
. reconstruction paid for using state aid construction funds. Conversely, a roadway
that is due [or reconstruction or perhaps a new road that is not yet constructed
would collect a higher amount of funding based on needs. Then, once a state aid
road is constructed or reconstructed, Cities are able to collect the funds for the
construction bascd off state aid design standards. Over the past year, City staff
has been working to find roadways in Hopkins to designate as new state aid
roadways to take the place of 6th A venue South and other roadways around the
SupcrValu perishable warehouse that were either recently vacated (i.e. 6th Avenue
S.) or reconstructed by SuperValu (i.e. 6th & 5th Street S.). Finding such new
roads for state aid designation that make sense based off volume and needs as
well as finding segments that meet the standards [or state aid acceptance has been
extremely difficult. We will continue to work on possible options for replacing
these segments and hope to come to you soon with recommendations that are
viable, but with the rigid standards and the changes we have already made (i.e. 15(
Street N.), we arc running short on options.
CONCLUSION
Tn conclusion, statl feels that the 5th Avenue corridor does and will continue to function
as a collector road in Hopkins. As a result, we feel it is in the best interest of the
residents and the entire community to keep this entire corridor on the state aid system and
make use of the state gas tax funds that are intended to be used for roadways such as this
one. It is our opinion that even if the "No Truck" signs are removed, there would not be
. an influx of trucks using this route that currently use other routes.

SUBJECT: 2003 STREET AND UTILITY IMPROVEMENTS PROJECT
OWNER SURVEY AND PROJECT INFORMATION MEETING

Dear Resident/Property Owner:
As you may be aware, the streets in your area are being considered as candidates for
reconstruction in the summer of 2003. This project, which includes 5th A venue from
3rd Street South to Highway 7 and 2nd Street North from Sh Avenue North to 6th Avenue
North, was identified for street and utility improvements by the City's pavement
management program and annual capital improvement program (eIP). The first step in
the process is for the engineering department and the City's consulting engineer to
preparE a preliminary engineering report that investigates the existing conditions in the
area, recommends proposed improvements and estimates costs associated with street
. reconstruction. We anticipate the project will include many improvements along the
project area including improvements to the roadway, curbing, utilities, streetscape, and
the sidewalk and trail system. Resident input is an important component of the
preliminary engineering phase. A resident questionnaire is enclosed for you to fill out
and return to the City by Friday, June 28,2002. In this questionnaire you are asked to
state any infrastructure or overall project concerns you may have for your area so that
they may be potentially addressed with the project.
Currently, a portion of Stll A venue North is signed "No Trucks", to restrict truck
traffic. Proposed 2003 5th A venue street improvements are eligible for rnuncicipal state
aid (gas tax) funding. Use of these funds may reduce potential assessments to abutting
property owners (50% vs. 70% assessment rate). However, if the City uses state aid
funds for the project, truck traffic cannot be restricted as it currently is. We are
interested in getting your input on the current truck routing situation that exists along
5th A venue North as it directly relates to the potential state-aid funding for this project.
The next step in the review process is to hold an information meeting to discuss the
project with the residents and to go over the findings of the preliminary engineering
report. This meeting has been scheduled for Tuesday, July 9th, 2002, from 6:00 PM to
7:00 PM in the City Hall Council Chambers located at 1010 First Street South. This
meeting will include a presentation by City staff and the City's consulting engineer on
. construction issues foIlowed by a question and answer period. Following the public
information meeting, City staff will gather all the information obtained at the meeting
and through the returned questionnaires. This information will be used to potentially

The final step before the project may he ordercd to proceed is for the City Council to .
conduct a public improvement hl'aring. If the Council elects to order the public
improvement hearing, you \vill he mailed formal notification of the public hearing and
your estimated assessment amount. Final assessment amounts will be determined at an
assessment hearing, which will he held at a later date. For your information, I have
enclosed a proposed project location map and a brief overview of the City's roadway
improvements pol icy, assessment pol icy, and a typical project schedule. If yuu have
