G~TY OF NOPKINS March 1, 2002 Council Report 2002-037 Authorize Right-of-Way and Easement Acquisition - Excelsior Boulevard Reconstruction, Phase II Proposed Action. Staff recommends adoption of the following motion: Move that Council authorize Staff to acquire necessary right-of-way and easements using the services of Evergreen Land Services Company at a cost not to exceed $2,500 per parcel. Overview. Final design plans for Phase II of Excelsior Boulevard reconstruction have been completed. Land acquisition must now begin in order to allow a construction start later this year. Staff requests to use the expertise provided by Evergreen Land Services Co. staff to complete the required acquisitions. The affected parcels are those shown on the attached drawings. These acquisitions are those required due to construction of the new Excelsior Blvd/Milwaukee St/Jackson Avenue intersection. Hennepin County Real Estate Office will complete all other necessary acquisitions. Primary Issues to Consider. Cost of Acquisition Services The estimated cost is $2,500 per parcel, but will be based on the actual hours spent on each parcel. Evergreen Land Services (ELS) is pleased to propose the following estimate for the services listed below: • Title Search/Ownership Status. • Minimum Damage Appraisal's (MDA' S) on all temporary easement parcels. • Coordinate appraisals on all permanent easement parcels. • Prepare Offer Letters on all parcels. • Draft easement documents for all parcels. • Meet with the landowners and negotiate execution of the easement document for all parcels. • Maintain reporting system on all parcels for the City of Hopkins. • Record all permanent easement documents. I believe from the information provided by the county, there will be approximately 10 parcels. The estimate to accomplish the tasks listed above will not exceed the amount of $2,500.00 per parcel. This estimate will include all expenses such as mileage, copies, parking, recording fees, etc. Permanent appraisal costs are not included in this estimate.
