Approve Construction Services Expenses -
Knollwood Pond Improvement Project
Proposed Action.
Staff recommends adoption of the following motion: Move that Council authorize staff to
utilize Barr EnQineerinq Company personnel for construction inspection services at a
cost not to exceed $20,000 on the Knollwood Pond Improvement project, #00-14.
Overview.
This project has been awarded and construction is scheduled to begin in late March,
2002. Staff requests use of Barr Engineering Company personnel to assist in
construction administration and inspection services. There are some unique aspects of
this project, such as the native plantings and shoreline restoration, where it will be
helpful to have the experience of the Barr Engineering staff. City staff intends to provide
the bulk of administration and inspection work, but wlll have Barr Engineering Company
staff to call upon as-needed.

. Construction Schedule
The project pre-construction meeting is scheduled for March 26, 2002. The contractor
will provide a detailed construction schedule at that time. By contract, all work must be
substantially completed by July 31,2002.

Re: Knollwood Pond Improvements
Construction Observation and Administrative Services
Dear Mr. Stadler:
The purpose of this letter is to respond to your request for a proposal to assist the City with
construction observation and administrative services for the referenced project.
Based on the project scope and schedule, Barr has estimated that the duration of services will be
. about 12 weeks. YOll estimate that the City will require Ban's assistance with construction
observation services for an average of about 10 houTs per wcck (or 120 hours). Construction
administration, involving assisting the City with submittals, substitutions, and progress payments can
be estimated to involve an average of 20 hours per month (or 60 hours). Field survey required to
facilitate the contractor's execution of the work has been estimated to involve a total of about 8 hours
of crew time and expenses.
Based on the estimated scopc and duration of services, Barr anticipates that the cost will be from
S17,500 to $20,000. The range of cost is dependent upon availability of staff at the time the
construction proceeds. Barr proposes to perform these services on a time and expense basis in
accordance with Barr's CLLrrcnt fee schedule (copy attached).

Rates for litigation support services will include a 30% surcharge.
A ten percent (10%) markup wlll be added to subcontrocts for professional support and construction
. services to cover overhead and insurance surcharge expenses.
Invoices are payable within 30 days of the date of the invoice. Any amount not paid within 30 days shall
bear interest from the date 10 days after the date of the invoice at a rate equal to the lesser of 18
percent per annum or the highest rate allowed by applicable law.
Reimbursable expenses including, but not limited to, the actual and reasonable costs of transportation,
meals, lodging, long-distance telephone charges, parking costs. postage, and shipping charges will be
billed at actual cost. Materials and supplies charges, printing charges, and equipment rental charges
will be billed in accordance with Barr's standard rote schedules. Mileage will be billed at the I RS-
allowable rate.
