Stadler, Public Works Director Date: March 21, 2002 Subject: Lake Street Bridge Project Status - Pending Change Order The Lake Street bridge replacement project is completed with the exception of the approach roadway work and new sidewalks. However, as you know, this project hasn't been without its difficulties. The August 2, 2002 Metropolitan Council Environmental Services (MCES) forcemain break caused a significant, if short-lived, environmental incident and substantial additional costs. . The MCES has jointly billed the city and Lunda Construction Co. for $47,870 in force main repair/response costs. The City Attorney's office has been handling the actions for the city. We believe that this bill will eventually be paid by two of Lunda Construction's insurance carriers. A City Attorney memo is attached. There have been no MPCA fines levied as of yet. Difficulties in constructing the utility pipe improvements have resulted in much higher construction costs. The major factors that led to these higher costs include: - Location of MCES force main different than shown on MCES as-builts - Presence of old wood pilings under bridge - While jacking 42" steel casing pipe, creek broke through into jacking pit The attached SRF memo goes into more detail on construction changes caused by the above factors. The cost increases caused by these factors amount to about $110,000. An additional cost increase, $32.479.52, is due to increased labor costs caused by the one-year construction delay. The original construction contract was awarded for $552,187.00. The majority of the additional costs are divided between the water and sanitary sewer utilities. The attached itemized cost sheet shows contract bid items not done because of the differing site conditIons and the new work and associated costs of the actual work completed. Peterson advised me St. Paul Companies will not assume responsibility for cleanup and testing e~peIlses associated with the August ~ sewage spill, but. mo,t likely, will assume responsibility for the costs incurred t,y :vlCES in e\cavaring and repzming the broken se\\er jine. Ms. Broman indicated it is likely AlG will pay all or part (lfthe clean-up and testing co<;ts resulting hum the se\\'a~e spill. but that AIG needed to review copies o[the invoices from the contractors retained by MCES to perform the clean-up work. Both Ms. Broman and I have written to \Villiam Moore of MCES requesting that he provide copies oflhese Invoices as promptly as possible. As I have indicated to you previously, it is m)' opinion the contract between the City and Lunda places sole responsibility for tbe liabilities associated with the A ngllst ~ sanitary sewer forcclllain break on Lunda. Moved valve on the east side further to the cast to allow room for the jacking pit. . Added an additional valve on the east side to keep water live to the new hydrant. . Placed a temporary water service from the hydrant to the house on the north side of Lake Street. . Moved the valves on the west side fur1her \vest to allow room to construct the new Sanitary e Manhole. This required additional bends to tie in the water service to the south. . Due to location of the MCES force main, the jacking pit has to be placed on the west side rather than the east. This requires additional sheet pile to secure the water main and a hypass pump set up to reruute the sanitary sewer service from the south, to do this a temporary manhole \vas set. . An additional sanitary manhole is placed on the east side to move away from the MCES force main. . During jacking operations an old wood piling was hit on the west side of the bridge. This caused a change in the casing sizes from two IS-inch casings to a 42-inch casing with 2 separate casings inside. This change was made to be able to access the casing to remove the piling and to avoid any conflicts with additional piling during the water main jacking. . While jacking under the creek, the creek bed broke through to the jacking and flooded the jacking pit. With a lot of pumping and dfol1, the contractor gets the jacking across and the flooding stopped. . The sanitary on the east side is realigned because MCES will not allow us to dig next to their line. . A new manhole is constructed on the west side and two sanitary services are tied in. . Several additional hends are needed to tic the water main together. . Two corporation stops are needed on the water main for testing so we can keep water live to the hydrant on the east side. . .
