Staff recommends adoption of the following motion: Move that Council authorize the Mayor and City Manaqer to enter into an aqreement with Bolton & Menk, Inc. for engineerinq services related to utility work related to the Hopkins Crossroads/Minnetonka Blvd intersection improvement proiect. Overview. The Hopkins Crossroads/Minnetonka Blvd intersection improvement project includes new concrete pavements. It is prudent to replace existing water and sanitary sewer pipes under the concrete pavement. Bolton & Menk, Inc. (BMI) has submitted reasonable proposals to the cities of Hopkins and Minnetonka to review existing utilities and prepare construction plans to be incorporated into the Hennepin County plans. . Primary Issues to Consider. . Engineering Services Costs: BMI has proposed a fee of $20,090 with possible deductions totaling $5,460 depending on the number of necessary meetings. This proposal is based on information received through discussions with you, your staff, and staff from the City of Minnetonka. Thank you for your input in helping us develop this proposal. As a part ofthi8 proposal, we have reiterated the scope of work and have included an estimate of fees for our professional engineering and surveying services. . I Scope of Work The City of Hopkins has requested the assistance of Bolton & Menk, Inc. to provide final design services for the City's public utilities improvements associated with Hennepin County's street intersection improvements at CSAH 73 and CSAH 5, located within the cities of Hopkins and Minnetonka. These public utilities include sanitary sewer and watermain. It is our understanding that the project being initiated by Hennepin County includes the reconstruction of the CSAH 73 & CSAH 5 intersection. The proposed street improvements are expected to include layout and geometric changes to the approach legs in all directions and will include concrete pavement within and extending out of the intersection, and will include bituminous pavement at the extremities of each of the reconstructed approach legs. At a minimum, the City would like to replace the existing sanitary sewer and watermain pipes located beneath the proposed concrete pavements and is requesting that the remaining utilities within the project area be considered for any necessary improvements. Final plans and specifications will be completed in conjunction with similar utility improvements being prepared for the City of Minnetonka. LlBERN, MO 4r~; f.7ll'~,7l o/--?l.)(lr'ti 11111\ Enlj:J,r'ci\I'91 In general, the work tasks proposed to complete these final plans and specifications include Project Management and Public Involvement, Base Mapping and Physical Inventory, Soils . Investigation, and Final Design and Detailed Construction Plans. The specific work tasks and estimated hours needed to complete the tasks are outlined in the attached Detailed Work Plan. Please note that no estimate of time has been assigned to the Detailed Work Plan for the Soils Investigation work tasks. At this time, Hennepin County has indicated that some geotechnical exploration has been completed. However, no boring logs or test results have been made available. It is our intent to review this data, once furnished, and di scuss the need for any additional work with the City. A proposal for completing the Soils Investigation tasks will then be completed. Currently, the Detailed Work Plan itemizes assumed tasks that may be required as a part of the Soil Investigation. II Estimate of Fees The total estimated fee for the work outlined in tbis proposal is $20,090.00. The actual fee for the work will be based on the actual hours spent on the project, but will not exceed the total estimated fee. Allowable reductions to the not-to-exceed estimated fee are as follows: A. If no follow-up work or meetings are required by permitting agencies upon the completion of the permit applications, Task No 1.2 will be unnecessary and the not- to-exceed fee will be reduced by $510.00. B. If no Council Meeting attendance is required, Task 1.3 will be eliminated and the . not-to-exceed fee will be reduced by $] ,350.00. C. Task No. 1.4 assumes four project team meetings. The not-to-exceed fee will be reduced by $900.00 for each meeting that is not required. Additional meetings or work beyond the scope of this proposal as requested by the City of Hopkins will be charged at an hourly rate for the individuals performing the requested services. The attached Cost Proposal itemizes the fees based on the hours estimated in the Detailed Work Plan. This Cost Proposal reflects a design time line of six to eight weeks upon authorization to proceed. Because many of the tasks required to complete the work for the City of Hopkins are also required by the City of Minnetonka (e.g., project management, base mapping, etc.), the estimated time and associated fees reflect the benefits of cost sharing. For your information, we have included a copy of the Detailed Wark Plan and Cost Proposal prepared for tbe City of Minnetonka. This proposal reflects our expectation that the improvements for each City will be designed concurrently and can be included in the same plan set. If the City of Minnetonka elects not to complete or postpones their improvements relative to the City of Hopkins schedule, we reserve the right to reevaluate our work plan and adjust our cost proposal accordingly.
