Overview Shady Oak Pond currently does not have an outlet and as a result the surrounding street and residential properties flood if the ponel is not pumped out when it gets near flood levels. In the 1997 Hopkins Flood Response ^ction Plan adopted by the Hopkins City Council, the Shady Oak Pond area was identified as Area No. 1 and is the last remaining project area in the action plan. The first step in proceeding with the Shady Oak Pond Storm Sewer Improvemcnt Project is ordering a feasibility report. Staff has selected a qualified consultant to undertake preliminary engineering and compiling the rcport and requests City Council approval to proceed. The cost of the report, project survey. research, and agency coordination work is $28,095. Project design and construction . oversight services would be negotiated separately after the report phase and Council's ordering of the improvement project. It is anticipated that this work will ultimately be constructed at approximately the same time as the Shady Oak Road reconstruction project and other planned area roadway reconstructions. Because of the complex nature of this project. staff felt it was imperative to begin looking at the various options associated with alleviating the flooding problem. in advance of the reconstruction designs. Project background The lack of an outlet to Shady Oak Pond has resulted in many problems for Hopkins residents over the years. The pond has been and continues to necessitate high maintenance costs in order to keep the pond somewhat functional without an outlet. The problems associated with this area are vast and include areas such as the intersection of 18th A venue North and 15t Street South, which Hoods upstream of the pond during heavy rains because the water has no downstream outlet after it reaches the pond. In addition to looking at the outlet options, the potential for gaining additional storage capacity through dredging will be looked at as an option. One problem that exists with many of the potential solutions to the flooding problems this area faces is the fact that the existing pond contains purple lustrife which is an undesirable species of plant that the DNR does not want spread to potential downstream ponds. Hopkins has been working in cooperation with the DNR to remove the purple lustrife and will continue to engage in talks with the DNR and other appropriate agencies as all potential options are evaluated. Other agencies that will be coordinated with during the fcasibility preparation are Hennepin County, who plans to reconstruct Shady Oak Road in . thc near future, and the City of Minnctonka, vvho may potentially be able to handle some or all of the outflow from the pond. . Why order a feasibility report? Staff feels it is necessary to prepare a feasibility report because of the numerous options and potential solutions to the area nooding problems. The repOli will examine and research the feasibility of all potential options, provide preliminary engineering information and project cost estimates to help City Council decide whether or not to proceed with the project. It is also used to present and discuss the project with the abutting residential and commercial owners. . Selection of consultant Staff reviewed past performances of the various City consultants and selected Short Elliott Hendrickson, Inc. (SEll) as the engineer of choice on this project. The City has completed several successful projects under SEH and has had good working relations with that firm" s employees. In addition, SEH (formerly RCM) was responsible for the development of the City's 1997 Flood Response Plan that identified Shady Oak Pond as a problem area and began to look at solutions to the Hooding problems that occurred. Water resources and storm water design projects such as this one is a strength of SEI I. They have proven to be very . competent and responsive in the design and completion of numerous Hopkins storm sewer improvement projects, many of which were identified in the 1997 Flood Response Plan. Staff is mindful that it carry this mode of selection through with other kinds of projects and other consultants in order to meet a level of fair play. (SEH), we are providing a scope of services for the Shady Oak Pond Outlet Feasibility Report. Scope of Services 1. SEH will evaluate four options for the outlet of the Shady Oak Pond: I) Storm sewer along Shady Oak Road to Excelsior Boulevard; m Storm sewer along 1st Street N, and then traveling south along lSth/19thl or 20th Ave. N; ill) Discharge all through Minnetonka; and IV) Lift station. Options 1, II, and . IV will be evaluated by first assuming all the outflow will go tinough the stann sewer and lift station, and secondly assuming 11 cfs will discharge through Minnetonka, and the remaining will discharge through the City of Hopkins, as written in the City of Minnetonka' s 1999 Water Resource Management Plan. The additional storage volume provided by the dredging of the island will also be evaluated under all four options. 2. SEH will verify the entire drainage boundary for the Shady Oak Pond, using existing information and data that was completed as part of the 1997 Hopkins Flood Response Plan, a site visit, and any additional data that is provided by the City. 3. SEH will evaluate the flooding problem identified as Area 3 in the 1997 Flood Response Plan at the intersection of 1 st Street North and ISth A venue North. The solution for this problem will be included in the final recommendation. 4. SEH will generate preliminary constmction cost estimates for the four options, for budgeting purposes. 5. SEH will initiate discussions with the DNR and other agencies regarding the removal of the islands in the pond which contain purple lustrife. There will also be some discussion on the impacts on the downstream system from discharging the pond that contains purple lustrife. SEH will provide records of the conversations with the regulatory agencies. 6. SEH will initiate discussions with the City of Minnetonka regarding the City's 1999 Water Resource Management Plan and Option ill that proposes discharging all~;;btfr.cj.:-v.' through the City of Minnetonka. We will also coufum that, as a minimum, the City of Minnetonka will allow the discharge . of 11 cfs through the City of Minnetonka (Two meetings anticipated) 7. SEH will initiate discussions with Hennepin County regarding the reconstmction of Shady Oak Road and coordinate the information and needs of the two projects. SEH will establish the Watershed Management Organization's (WMO) requirements for design. 9. SEH will produce a Feasibility Report which will include: A, Summary of the evaluation of the four outlet options for Shady Oak Pond. B. Preliminary construction cost estimates. C. Summary of the discussions with the regulatory agencies regarding the purple lustrife. D. Summary of discussions with the City of Minnetonka regarding discharge through the City. E. Summary of discussions and coordination with Hennepin County. F. The WMO's design requirements. G. Recommendations. Oeliverables The deliverables for the project include: 1. Drainage map. 2. A preliminary layout of the storm sewer in options I, 11 and IV. 3. Ten (10) copies of the final Feasibility Report. Schedule . We propose to begin work immediately upon approval of the scope of work by the City Council. We propose to complete the rep0l1 within twelve weeks from receiving a written notice to proceed from the City. Compensation The estimated fee for the scope of work is $28,095. The breakdown of the tasks and hours is attached. NOW, THEREFORE, BE IT RESOLVED, by the City Council orthe City of Hopkins. Minnesota, that the proposed improvements be referred to the firm of Short Elliott Hendrickson, . Inc. for study and that they be instructed to report to the Council \vith all convenient speed advising the Council in a preliminary way as to whether the proposed improvcment is feasible and as to whether it should best be made as proposed or in connection with some other improvemcnt, and the estimated cost of the improvement as recommended.
