CONDITIONAL USE PERMIT - SUPER VALU
715 Fifth Street South
PURPOSE: To review and recommend action on an
application for a Conditional Use Permit to construct
truck maintenanee facilities .
BACKGROUND: See staff report to Zoning and Planning
Commission . David Linner and Rod Gudin of Super Valu
appeared before the Commission and explained the
pro, ject . This item was continued from the previous
meeting so that Super Valu could study the truck
traffic in the area . Mr. Linner stated that most of
the time the Super Valu trucks will be able to use an
internal route through the site and avoid the abutting
residential area . Super Valu drivers will be told to
use this route . Super Valu has little control over the
independent drivers which may use the abutting
residential area for their route to the Super Valu
site . Super Valu will inform the independent drivers
on the route that should be used .
RECOMMENDATION: The Commission voted unanimously to
approve the Conditional Use Permit with the following
Findings of Faet and Conditions :
1 . That the proposed building meets the
requirements for the I-1 District .
2 . That the proposed construction meets the
requirements for a Conditional Use Permit
Conditions :
1 . That the exterior material of the proposed
building is concrete panels .
2 . That the Fire Marshal approves the plans .
3 • That Super Valu follow the proposed traffic
routing as presented as best they can .

MEMORANDUM
DATE: July 20 , 1987
T0: Zoning and Planning Commission
FROM: Nancy S . Anderson & Jim Kerrigan /JSI-
SUBJECT: Traffic from Super Valu site
- - - - - - - - - - - - - - - - - - - - - - - - - - - - - -
At the last Zoning and Planning meeting the Commission
delayed action on the Super Valu truck maintenance facility
in order to allow the applicant and staff time to
investigate the potential impact of increased truck traffie
thru the Park Valley neighborhood . It appears there is a
problem presently with trucks using Fifth Street South and
Second Avenue South to get to the Highway 18 interchange in
this area .
^ It should first be noted that most of the trucks now using
this route are independents . Super Valu management has
directed their drivers to use other routes .
Secondly , the truck maintenance facility as proposed will
basically only generate traffic between the main warehouse
site and this facility. Therefore no additional traffic
would be routed thru the Park Valley area as a result of
this facility .
In order to address concerns of Park Valley , Super Valu has
prepared a plan to internally route this traffic between the
two sites . The dark arrows on the plan (see attached )
indicate the route the trueks will take when possible . The
trucks will enter from the northern part of the site by the
Country Club warehouse and proceed along the westerly site
line . The trucks will leave the site along the easterly
site line by the loading dock area of the perishable
building . . The applicant is predicting that the trucks will
only be able to use this exit 50$ of the time during the day
because of the congestion in the loading dock area . At
night all Super Valu trucks should be able to use the
internal route . The other alternative is to go out to Fifth
Street to 6th Avenue .
i
.'
Super Valu has indicated on the vicinity map which is
enclosed , the route the trucks will take going to the
Jefferson site and Highway 18 . The trucks will only use
Fifth Street South to 6th Avenue .
At this time the staff feels that the applicant be allowed
to implement the plan as presented . If at some future date
there is an intensification of truck traffic south thru Park
Valley , other alternatives will have to be analyzed .

715 Fifth Street South
PLANNING COMMISSION
REPORT N0: CUP87-19 JUNE 2 , 1987
PURPOSE: To review and recommend aetion on an
application for a Conditional Use Permit to construet
truck maintenanee facilities .
BACKGROUND:
Name of Applicant : Super Valu Stores , Inc .
Address of Property: 715 Fifth Street South
Present Zoning: I-1
Reason for Request : Super Valu has out-grown
the existing facilities at 101 Jefferson
Avenue South.
^ Nature of Request : Ordinanee requires a
Conditional Use Permit for eonstruction over
$75 ,000 .
The applicant is relocating the truck maintenance
facilities from the present site at 101 Jefferson
Avenue South to the perishable site at 715 Fifth Street
South. This development was discussed at the time the
perishable warehouse was constructed .
The proposed construction will consist of a 31 ,250
square foot tractor parking building , a 14 ,800 square
foot truck maintenance building with a trailer wash and
fuel islands . This construction will be located
southwest of the existing perishable building which is
now a grassy area. The fuel islands will be covered
with a canopy. A concrete pad for parking 25 trailers
will be constructed on the northwest side of the site .
Access to the site will remain the same .
The subject site is surrounded by the new R. L. Johnson
office/warehouse to the east , baseball park to the
west , the R. L. Johnson vacant property to the north and
a residential ar.ea to the south. There are two
buildings on the south side of the block whieh are not
^ part of the Super Valu property.
No.
CUP87-19
Pae 2
The new construction will comply with the building
setbacks . The only building close to the lot line is
the southern side of the tractor parking which has the
required 20 foot setbaek . The height is approximately
20 feet .
The exterior of the maintenance building and tractor
parking will be concrete panels . The applicant is
proposing a beige color with a darker brown for
accents . The applicant is working with different
combinations of block to provide a more pleasing
appearance . The applicant is proposing that the canopy
over the fuel pumps will be metal and brown in color.
The Nine Mile Creek Watershed District has reviewed the
plans and found them acceptable . A small portion on
the east side of the site is in the floodplain.
The southern part of the Super Valu site where the
proposed construction will take place is surrounded by
a screened fence and landscaped with evergreens . The
proposed construction will meet the requirements of the
^ landscape ordinance with the existing trees .
84 marked parking spaces will be added with the
proposed construction . The parking area will be hard
surfaced . The applicant is required to have 38 spaces .
The applicant is proposing that most traffic will come
from 6th Avenue to the ingress/egress on 5th Street
South. This is the route most vehicles take now exeept
they use the ingress/egress at the northern part of the
site .
The Fire Marshal has reviewed the plans , and noted that
the fuel pumps will have to comply with the state
requirements .
The Director of Engineering has reviewed the plans and
found them acceptable .
CCDC will be reviewing the plans . As of the date of
this report , they had not reviewed them.

Re: Expansion of Super Valu Truck Maintenance Facility: Hopkins
Dear Mr. Linner:
The Board of Managers of the Nine Mile Creek Watershed District has
reviewed the plans and grading and land alteration permit application for
the expansion of the Super Valu Truck Maintenance Facility in Hopkins. The
District reviewed and approved the overall development plan for this
project in August, 1981. The original plans indicated an encroachment into
-- the 100 year frequency floodplain of Nine Mile Creek, that was consistent
with the District's floodplain encroachment criteria. The plans also
indicated the construction of maintenance buildings within the floodplain
of the creek with the buildings being flood-proofed. Restrictive covenants
regarding the encroachment and the construction of buildings within the
floodplain on this parcel were placed on the title to this property.
The revised plans submitted, dated May 18, 1987, show a future
encroachment into the floodplain of Nine Mile Creek and the buildings have
been raised so that where surface water could enter the structures, the low
point is at or above the 100 year frequency flood elevation. Our
calculations indicate that this increased encroachment is consistent with
the District's floodplain encroachment criteria; however, no further £ill
or encroachment will be allowed for future development. The existing
restrictive covenant must be amended to reflect that no further fill or
encroachment will be allowed on this site for future development.
With this noted, the Managers approve the grading and land alteration
permit subject to the following conditions:
1. Erosion control measures must be installed encircling all existing
storm water inlets within prior to commencement of grading
operations and be maintained until all areas altered on the site
have been restored.
2. All areas altered because of construction must be restored with
