RESOLUTION MAKING FINDINGS OF FACT AND APPROVING
APPLICATION FOR CONDITIONAL USE PERMIT CUP87-15
WHEREAS , an application for a Conditional Use
Permit CUP87-15 has been made by Hopkins School District No .
270 , 1001 Highway �7 , for installation of a lighted sign on
the property.
WHEREAS , the procedural history of the application
is as follows:
1 . That an application for Conditional Use Permit
CUP87-15 Was filed with the City of Hopkins on
April 29 , 1987 .
2 . That the Hopkins Planning Commission reviewed such
application on May 26 , 1987 •
^ 3 • That the Hopkins Planning Commission , pursuant to
published and mailed notices held a public hearing
on May 26 , 1987 ; all persons present at the
hearing were given an opportunity to be heard .
4 . That the written comments and analysis of the City
staff and the Planning Commission were considered .
NOW THEREFORE, BE IT RESOLVED , that the Hopkins
City Couneil makes the following Findings of Fact in respeet
of CUP87-15 :
1 . The sign meets the conditions as outlined in the
ordinance .
BE IT FURTHER RESOLVED , that application for
Conditional Use Permit CUP87-15 is hereby approved sub�eet
to the folloWing Condition:
1 . That no portable signs are used on the Community
Center site .

CONDITIONAL USE PERMIT - SIGN
Hopkins EisenhoWer Community Center
PURPOSE: To revieW and recommend action on a
Conditional Use Permit to construct a 60 square foot
sign .
BACRGROUND: See staff report to the Zoning and Planning
Commission. Keith Kerstetter, representing the Hopkins
School District , stated they xere in two years ago for
a larger sign and Kere denied their request. The
previous sign request was 160 square feet per side .
CCDC reviexed the proposed sign and had no comments .
Mr. Kerstetter stated the sign was to give a central
"� location for neWs and events .
RECOMMENDATION: The Zoning and Planning Commission
voted unanimously to approve the Conditional Use Permit
xith the folloKing Findings of Fact and Conditions:
1 . The sign meets the conditions as outlined in
the ordinanee .
Conditions :

Community Center site .

REPORT N0: CUP87-15 MAY 14 , 1987
PURPOSE: To review and recommend action on a
Conditional use Permit to construet a 60 square foot
sign .
BACKGROUND•
Name of Applicant: Hopkins School District

Present Zoning: R-1 -D
Reason for request: To provide announcements
for district/community news and events .
"'� Nature of Request: Ordinance allows a 60
square foot sign for a school .
The applieant is proposing to erect a 60 square foot
(6x10) free standing sign on �the present site of the
Hopkins Eisenhower Community center. The proposed sign
will have permanent 8 ineh letters identifying the
Sehool District with 5 lines of 9 ineh changeable copy.
The sign will be backlite and the address of the
property will be on the pole .
In the spring of 1985 the School District applied for a
sign variance to exceed the square footage . At that
time a 12 square foot sign was allowed . The proposed
sign was 160 square feet per side . This variance was
denied . Since that time the Zoning Ordinance was
changed to allow a 60 square foot sign with a

Permit for public parks and playgrounds ,
churches , synagogues , public libraries ,
publie museums , public art galleries , public
and paroehial sehools , municipal buildings ,

golf courses , country clubs , community
centers , colleges , universities and private
schools , hospitals , and sanitariums , based on
the following design criteria and other
conditions the City Couneil may require :
(a) Size: The size shall be proportional to
the size of the Facility , need for
signage , frontage on street(s) , location ,
visibility , and development in the area.
The maximum size should not exceed 60
square feet per sign surface with a
maximum area of 120 square feet per single
sign .
(b) Height : No free standing sign shall
exceed fifteen feet in height .
(c) LiAhting:
( 1 ) lighting shall be indirect or it
shall be backlighting
(2) neon lighting , flashing lighting ,
and/or rotating lighting
(d) Design: Signs attaehed to the building
shall be integrated with the building
design and arehitecture in terms of

materials , colors , lighting and placement ;
signs not attached to the buildings shall
be arehitecturally treated and cobrdinated
with the prineipal building by use of
compatible materials and design.
(e) Location : No free standing signs shall be
located less than 25 feet from any street
right-of-way line .
( f) Sign Purpose: The principal purpose of
the sign permitted under this section
shall be to identify the publie or
institutional use made of the property .
The Community Center is surrounded by a multi-family
area to the west , Highway No . 7 to the south , a church
to the east and a golf course to the north.
The Director of Engineering has reviewed the placement
of the sign and found it aceeptable as to visibility of
traffic .
The proposed sign will have a 25 foot setback from the
frontage road . The sign will be located in the grass
area in front of the Community Center.

ANALYSIS: The Community Center has a sign identifying
it on the building , but if there is an event at the
Center, portable signs are used . This sign will
eliminate the use of portable signs .
The proposed sign meets the requirements as outlined in
the ordinanee for a Conditional Use Permit . The 5
lines of changeable copy will provide the Community
Center a place to advertise the many different events
that are provided by the Center .
The size of the proposed sign is proportional to the
size of the site on whieh it will be placed . The
business uses surrounding Highway 7 are allowed an 80
square feet size . However , of the business uses , many
have larger signs because the old ordinanee allowed
larger signs than 80 square feet . The proposed sign at
the Community Center will eompare with the surrounding
signs .
ALTERNATIVES•
1 . Approve the Conditional Use Permit
2 . Deny the Conditional Use Permit

RECOMMENDATION: I recommend Alternative #1 . The
following are suggested Findings oF Fact should the
Commission recommend approval :
1 . The sign meets the conditions as outlined in
the ordinance .
