APPLICATION FOR CONDITIONAL USE PERMIT CIIP86-11
WHEREAS , an application for Conditional Use Permit
enti ., ied CUP86- 11 has been made by Elizabeth Harrison , 57
Renaissance Court � to alloW day care for 6-11 children .
WHEREAS � the procedural history oP the application
is as folloWs :
1 . That an application for Conditional Use Permit
CUP86-11 was filed With the City of Hopkins on
October 1 , 1986 .
2. That the Hopkins Planning Commission revieWed
such application on October 28, 1986 .
3 . That the Hopkins Planning Commission, pursuant
to published and mailed notices , held a public
� hearing on October 28 , 1986 ; all persons present
at the hearing Were given an opportunity to be
heard .
4 . That the written comments and analysis of the
City Staff and the Planning Commission were
considered .
NOW THEREFORE BE IT RESOLVED , that the Hopkins
City Couneil makes the following Findings of Fact in respeet
to CUP86-11 :
1 . That the applicant meets the conditions for a
Conditional Use Permit .
BE IT FURTHER RESOLVED , that application for

CONDITIONAL USE PERMIT - DAY CARE
57 Renaissance Court
PURPOSE: The purpose of this report is to review and
recommend action on a Conditional Use Permit for a Day
Care .
BACKGROUND See report to Zoning and Planning
Commission . The applicant and representatives for the
manager appeared before the Commission . The applicant
described the play area for the children which consists
of slides and a climbing area . The applicant stated
that she plans to have six children in her home . No
surrounding residents appeared at the meeting . the
applicant is not licensed as of yet � however, she is
-� going through the process at the present time .
RECOMMENDATION: The Commission approved the Conditional
Use Permit uaanimously with the following Findings of
Fact and Conditions:
1 . That the applicant meets the conditions
for a Conditional Use Permit .
Condition:
1 . That the applicant is licensed by the
State of Minnesota .
2. That the residence is inspected by the
City Inspectors.

PLANNING COMMISSION
REPORT N0: CUP86-11 October 16 , 1986
PURPOSE : The purpose of this report is to review and
recommend action on a Conditional Use Permit to allow
day care .
BACRGROUND :
Name of Applicant : Elizabeth Harrison
Address of Property: 57 Renaissance Court
Present Zoning: R-3
Nature of Request : Ordinance requires a
Conditional Use Permit for 6-11 ehildren
in a day care .
--- Reason for Request : To allow day care of 6-11
children
The applicant currently has day care in her home ,
however she is unlicensed and needs a Conditional Use
Permit before obtaining a license .
�27 • 33 (2) (k) states within 'R-2 ' , 'R-3 ' , 'R-4 ' , 'R-5 ' ,
and 'R-6 ' Districts , day care for more than five and
less than eleven children is allowed provided such
premises are licensed therefore by the State of
Minnesota .
The applicant lives within a townhouse development
which does not allow a great amount of room for the
children to play, hoWever , there is a common play area
for the children of the development ad�acent to the
applicants home .
The applicant has contacted the manager of the
townhouses and reeeived �ritten approval which is
enclosed .
^ ANALYSIS: With a Conditional Use Permit the applicant
is in the proper zoning district to a11oW up to 11

in the process of obtaining a license . The ehildren
may use the ad�aeent aommon play area .
RECOMMENDATION: I recommend approval of the
Conditional Use Persit . The following are suggested

for a Conditional Use Permit .
