PURPOSE: The purpose of this report is to review and recommend aetion on a Conditional Use Permit to construct an office building . BACRGROUND• Name of Applicant : Warrington Associates , Inc . Address of Property: Vacant lot north of 601 2nd Avenue South . Present Zoning : B-1 Reason for Request : To construct a 1�1 , 500 square foot office building . Nature of Request : Ordinanee requires a Conditional Use Permit for construetion over $75, 000 . -- The applicant is proposing to construct a 1 �4 , 500 square foot building on the empty lot �ust north of the present site of the Warrington building at 601 2nd Avenue South. 427 .26 (e ) requires a Conditonal Use Permit for construction valued over $75, 000. The proposed building will also be connected to the present Warrington bililding by a link . The applieant has applied for a side yard variance . B-1 REQUIREMENTS PROPOSED BUILDING Lot Area 5000 sq ft 97 , 807 sq ft Lot Width 50 sq ft 312 • 35 sq ft F .A .R . 1 . 0 . 15 Front Yard 20 feet East 22 feet West 22 feet Side Yard 10 feet North 2�1 feet South 0 Height 25 feet 12 feet The proposed building has no rear yard sinee it is a through lot . The proposed building Will be 12 feet in height however due to the elevation the proposed building Will be � loWer than the existing Warrington building . The abutting residential district is buffered by a berm and trees . NO• CUP86-10 CUP86-10 Page 2 The applicant is required to have 25 trees . The applicant is proposing to have 31 trees of various types . The applicant will also be retaining many of the existing trees on the sitE . Access to the site will be from 2nd Avenue at the north end of the site . The parking area will be connected to the building by a 5 f�ot concrete walk . The applicant will contact the Watershed Distriet and obtain approval if necessary. The exterior of the building will be brick . The applicant has contacted the neighborhood organization . The Director of Engineering has reviewed the drainage , as of the date of this report and saw no problems with the plan . The Fire Marshal has reviewed the plans and noted that a fire door will have to be constructed in the link, however , the final placement will be done at the building permit stage . The applicant may in the future construet another building to the north of this building , however, at that time the applicant will have to apply for another Conditional Use Permit and have the development reviewed at that time . The applicant has not detailed the lighting for the parking area , however the lighting will have to conform to 427 .44 whieh requires the lighting to be shaded or diffused from the ad�oining property and away from abutting traffic . ANALYSIS: The proposed building meets the requirements for the B-1 District with the exception of the link to the existing building . However, if this link is removed the proposed building could exist independently and conform to the ordinanee . The heights of the buildings along Second Avenue has been a concern of the abutting neighborhood , however, With the proposed elevations — this building will be lower than the present Warrington Building . The applieant is proposing to leave many of « j i� CUP86-10 Page 3 the existing trees whieh will also minimize the impact to the surrounding area . RECOMMENDATION: I recommend approval of the Conditional Use Permit . The following are suggested Findings of Fact should the Commission recommend approval: 1 .
