RESOLUTION MAKING FINDINGS OF FACT AND APPROVING

WHEREAS, an application for a Conditional Use
Permit CUP86-6 has been made by Reuter Ino . � 410 - 11th
Avenue South, to construet an office/warehouse addition.
WHEREAS , the procedural history of the application
is as folloWs :
1 . That an application for Conditional
Use Permit xas filed with the City of
Hopkins on July 3 , 1g86 .
2. That the Hopkins Planning Commission
reviewed sueh application on September
30 , 1986 .
3 . That the Hopkins Planning Commission ,
pursuant to mailed notices � held a
public hearing on July 29 , 1986 and

CONDITIONAL USE PERMIT - REUTER
PURPOSE: The purpose of this report is to review and
recommend action on a Conditional Use Permit to construet an
office and Warehouse addition .
BACKGROUND •
Name of Applicant : Reuter Inc .
Address of Property: 410 11th Avenue South
Present Zoning: I-2
Reason for Request : To construct a warehouse
and office addition to the existing building
Nature of Request : Ordinance requires a
Conditional Use Permit for construction over
$75 , 000 .
The applicant is proposing to build a warehouse and office
addition to the existing building . The warehouse will be
placed to the south of the existing building and the office
— on the east side .

The proposed site plan shows 280 parking spaces , the site is
required to have 270 spaces .
The Watershed Distriet has been contaeted , however, before
they give any approval the applicant must have City

The exterior of the warehouse will be conerete bloek and the
exterior oP the office addition will match the existi�ng
office .
The applicant is required to have 51 trees on site , the site
plan shows 27 new plantings. The site with the retention of
the existing trees will have more than the minimum
requirements .
The site will have four entrance/exits on 11th Avenue and
one on 5th Street South .
The Fire Marshal has reviewed the plans and sees no problem
with the development at this time , however , specifics will
be detailed at the building permit stage . The Director of
Engineering has reviewed the plans as of the date of this
report and found no problems with the drainage .
ANALYSIS: The proposed additions meet the minimum
requirements for the I-2 Distriet and a Conditional Use
Permit . These additions will provide an existing Hopkins
business the needed space to expand .
RECOMMENDATION: I reeommend approval of the Conditional Use
Permit . The following are suggested Findings of Fact should
the Commission recommend approval :
1 . That the proposed additions meet the minimum
for and I-2 Distriet .
2. That the proposed additions meet the require-
ments for a Conditional Use Permit .

PURPOSE: The purpose of this report is to recommend Couneil �
aetion on a Conditional Use Permit to construct and addition �
to the structure at 410 - 11th Avenue South.

BACKGROUND: See attached staff report to the Zoning � �
Planning Commission . Joseph Jameson representing Reuter, �
Ine . appeared before the Commission. Mr. Jameson stated �
that they were considering moving the loading dock to the I
south side of the building and putting the offiee addition
over the existing office. These ehanges are not final , I
"' however it was suggested that the final plans be present at
the time of the Council meeting. The changes will not '
require any varianees or affeet the minimum requirements .
The Watershed has reviewed the proposed pro�ect , however has
not given final approval . Mr. Shirley inquired about the
billboard on the property. Mr. Jameson said he xould tell
the owner about the Commission' s ooncerns With the
billboard .
RECOMMENDATION: The Commission approved the Conditional Use
Permit unanimously � with the following findings of fact and
conditions:
