CONDITIONAL USE PERMIT - MIZPAH CHURCH
PURPOSE: To review and recommend aetion on a request for a
Conditonal Use Permit to construct an addition to the
existing chureh.
BACKGROUND: Paul Snyder of Armstong , Torseth , Skold & Rydeen
and John Glasgow , representing Mizpah Church appeared before
the Commission . Mr . Snyder explained the proposed addition .
He stated that there Would be no additional seating and the
parking area would remain the same . An elevator shaft will
be added and hopefully they will have enough money for an
elevator . Currently the only handicapped access is from 5th
Avenue . The addition will provide for better internal
circulation .
� RECOMMENDATION: The Commission approved the Conditional Use
Permit unanimously with the following Findings of Faet :
1 . That a chureh is a permitted use in an R-4
District .
2 . That the addition meets the requirements for an R-
4 District .

RESOLOTION MAKING FINDINGS OF FACT AND APPROVING
APPLICATION FOR CONDITIONAL USE PERMIT CUP85-51
WHEREAS, an application for a Conditional Use
Permit CUP85-51 has been made by Mizpah IInited Chureh of
Christ , 412 Fifth Avenue North , to construct an addition to
the existing building .
WHEREAS , the procedural history of the application
is as follows :
1 . That an application for Conditional Use Permit
CUP85-51 was filed with the City of Hopkins on
October 1 , 1985 .
2 . That the Hopkins Planning Commission reviewed
such application on October 29 , 1985 .
3 . That the Hopkins Planning Commission , pursuant
to mailed notices , held a public hearing on
� October 29 , 1985 , at which time the hearing was
tabled ; removed from the table and heard again
on August 25 , 1987 : all persons present at the
hearing were given an opportunity to be heard .
� . That the written comments and analysis of the
City Staff and the Planning Commission were
considered .
NOW THEREFORE BE IT RESOLVED , that the Hopkins
City Council makes the following Findings of Fact in respect
to CUP85-51 :
1 . That a ehureh is a permitted use in an R-4
District .
2 . That the addition meets the requirements Por an
R-4 Distriet .

PURPOSE: To review and recommend action on an application
for Conditional Use Permit .
BACKGROUND•
Name of Applicant: Mizpah United Chureh of Christ
Address of Property: �112 5th Avenue North
Present Zoning: R-4
Nature of Request: Ordinanee requires a
Conditional Use Permit for construction over
$75 ,000 .
Reason for Request: Construction of narthex

addition is over $75 ,000 .
The applicant is proposing to construct a 1795 square foot
narthex addition located on the north side of the existing
building. This item was tabled on October 29 , 1g$5 at the
request of the applicant . In 1985 the applicant was also
proposing an entranee on the north, but the applicant will
not be doing this entrance in this request . 525 . 13 states a
Conditional Use Permit is required for new construction or
for the enlargement , remodeling or repair of the exterior of
any existing building ineluding struetures accessory
thereto , at a cost of at least $75 ,000 .
ANALYSIS: This addition will provide for better internal
circulation. An elevator shaft will be added for a future
elevator, a foyer area, and a coat room. This addition will
also provide a canopy drop-off area. A small courtyard will
also be created .
No setbacks will be affected with this addition . The
building coverage is 23$ . The maximum building coverage is
30$ in an R-� District .

The height of the addition will be approximately 25 feet .
The new addition will mateh the height of the existing
building .
The church is surr•ounded by homes on the south and east
side , an apartment building on the north and a parking lot
on the west .
The exterior will match the existing stone veneer and
redwood . There will be landscaping around the new addition .
The applicant is required to add one tree .
No additional parking will be required because the seating
capacity will not be changed . No parking will be removed .
A new curb line will be created to the west of the addition ,
and a new sidewalk will be added .
The Fire Marshal and Director of Engineering have reviewed
the plans and at this time have found them acceptable .
Staff has reviewed the application and finds it acceptable .

3 . Deny the Conditional Use Permit
RECOMMENDATION: I recommend approval of the Conditional Use
Permit with the following Findings of Fact :
