01-25-1972 A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday,
J anuary 25, 1972, at 7:30 P.M. in the Council Chambers of the City Hall.
Present were members Knickerbocker, Lund, Shirlev, Sidla and Slaton. Also present
were City Manager Novak, Zoning Administrator Blomquist, City Engineer Stro,�an and
City Planner Hawks,
In the absence of Chairman Lohmann, Dr. Slaton acted as chairman.
Case No. 72-01 Hearing to consider an even exchange of the following described
properties :
That part of the Southwest 4 of. the Southeast i of Section 25,
Township 117, Range 22, lving Northeast of Nine Mile Creek, presently
owned bv Richard C. Neslund.
and the Easterly 195 feet + of the Northwest 4 of the Southwest 4
except roads, of Section 25, Township 117, Range 22, nresently owned
by the Cityo uf Hopkins.
Mr. Hawks and Mr. Novak presented the nlan in which the City would trade
the easterly 195 feet + of the Northwest 4 of the Southwest 4, except
roads, of Section 25, Township 117, Range 22, for that part of the
Southwest 4 of the Southeast 4 of Section 25, Township 117, Range 22,
lying N,E. of Nine Mile Creek, both properties subject to certain use
restrictions.
Roger Ulstad, representing Mr. Neslund clarified the use as proposed

for the first described narcel.
Action: Mr. Knickerbocker moved and Mr. Sidla seconded a motion to recommend
that the council enter into the trade, sub.ject to the regulations and
restrictions as stated in the nroposal. Motion carried.
Case No. 71-09 Hearing to consider rezoning the South 2 of Section 25.
Mr, Hawks and Mr. Novak explained the various proposed zoning changes as
shown on the large map.
Miss Mary Feltl asked ti�hat zoning was proposed for the 25 acres owned
by Stanley Feltl in the SW4 of Section 25 . She also requested information
about how the change in zoning would affect tax rates, Richard Simon,
316 Seventh Street South questioned the desirability of having the R-6
zone directly abutting his rear nroperty li_ne. He stated he felt that
the R-6 zoning should be south of 8th Street �rojected.
Action: Mr. Sidla moved and Mr, Lund seconded a motion to recommend that the
Council rezone all lands as proposed, except that the North line of the
R-6 District in the NE4 of the SE4 of Section 25, Township 117, Range 22,
be changed to the centerline of 8th Street South extended.
� Item: Resolution re: Minnesota State Highway Department Basic Transportation
Policies and Proposed I-394.
Action: Mr. Sidla moved and Mr. Lund seconded a motion to recommend that the
Council adopt a Resolution similar to that adopted by the Golden Valley
council regarding the nroposed I-394 highway. Motion carried.
Item: Proposed plat of nronerty at Monk and Excelsior Avenues and variance to
density and Conditional Use Permit for nursing home in the R-4 District,
Gene Reilly, representing Martin Hellman and Rudy Luther, presented the
background and history of the total pro,ject involving Mr. Luthers'
property at Monk and Excelsior Avenues, Uldis Triebergs, architect
for the proposed nursing home, presented a plot plan and building
elevation for the nursing home.
P�r. Hellman told of the advantages of the site for a nursing home.
Michael Wright, 109 Interlachen Road objected to the building being
located close to Excelsior Avenue when the bui_ldings of the adjacent
properties to the east are all set back much further. He also requested
that the city make a traffic study to see how this project would effect
-- the traffic in the area.
Dr. Slaton stated he felt that the density of units was greater than
�- would be desirable and also expressed concern for the size of the
individual patient rooms.
Act�ont Mr. Lund moved and Mr. Sidla seconded a motion to continue this matter
to the regular meeting on February 29, 1972 with the suggestion that
the proponents attempt to acquire more land for the project, that they
provide a greater front yard setback and that they present plans for

'� Item: Mr. Robert Carroll and Terry Novak advised the commission of a proposal
made to the Hopkins HRA by Hopkins Development Co. to nurchase lands in
Blocks 5 and 6, West Minneanolis for the development of a six story
bank and office building. They requested that the commission would
take advisory action on the proposal at their meeting on Feb. 8, 1972.
Item: Mr. Gale Mauk, architect for the City Public Works Denartment for
street improvements in the business section, nresented plans for
ornamental street lights, bus shelters, parking lot landscaping etc.
Action: Mr. Shirley moved, and Mr. Lund seconded a motion to advise the
council that the commission apnroved the concent as nresented.
Motion carried.
Item: Mr. Novak e�lained the solution of the State and County Highway
Departments problem with the pr000sed anartment development on the
NW and SW quadrants of the intersection of the present County Highway 18
and State Highway 7. Both nrojects have been designed to have the
structures located outside of the proposed highway rights-of-way. The
NW project is under way, the SW project should being this spring.
Item: Architectural Review Board
� Mr. Lund informed the Commission that the Council feels there is great
need for architectural control on buildings built in Hopkins. The
Council suggests that the Zoning and Planning Commission perform this
function.
Gene Reilly suggested that such need exists also for direction for
the remodeling and renovation of old buildings in the business district.
The Zoning and Planning Commission agreed to function as an Architectural
Board to perform said service.
Item: Ken Lang presented a preliminary official map showing various properties
designated as needed for future oublic acquisition, The Commission
asked for copies for use by individual members in studying said map
for additional properties that might be added. A �roposed map will
be presented at the February 8, 1972 meeting.
Item: Planning for temporary access to South Honkins from Highway 18 during
construction neriods was continued to the Februarv 8, 1972 meeting.
Action: Mr, Sidla moved and Mr. Knickerbocker seconded a motion that the
meeting be adjourned. Motion carried,
