02-08-1972 A special meeting of the Hopkins Zoning and Planning Commission was held on
February 8, 1972, at 7:30 P.M. in the Council Chambers of the City Hall.
Present were Chairman Lohmann, members Knickerbocker, Malerich, Shirley, Sidla
and Slaton. Also present were City Manager Novak, City Engineer Strojan, Zoning
Administrator Blomquist and City Planner Hawks.
Architectural Review:
City Manager Novak explained that the Council requested the Commission to
adopt standards governing aesthetics as they pertain to buildings to be
constructed in Hopkins.
Planner Jim Hawks commented that the subject was somewhat vague and difficult
to define.
Action:
Chairman Lohmann appointed Malerich, Slaton, Sidla on a committee chaired
by Jim Shirley to meet with Don Hagen to confer regarding the outside
finish on his 11 story apartment building. Shirley moved, and Sidla
seconded a motion to recommend to the Council that, if no plan for the
development of a shopping center between lOth and llth Avenues North is
forthcoming in a reasonable time, the proposed Dahlberg project is a
satisfactory aesthetic treatment, but the Commission wants to make known
to the Council that a complete shopping center in the location is preferable
- to a single structure. Motion carried.
Proposed Northwestern Bank Project:
Robert Carroll presented the proposed bank-office building on land immediately
north of the City Hall and a proposal to purchase the land in Block 5 directly
east of the bank site for parking.
A review of parking ramp construction and costs was presented by representatives
of Carl Walker & Associates.
Action:
Dr. Slaton moved and Mr. Knickerbocker seconded a motion to convey to the
Council that the mood of the Commission is a general preference for parking
structures in the downtown area rather than blacktop. Motion carried.
Mr. Sidla moved and Dr. Slaton seconded a motion to recommend that parking
for the bank-office building should be provided by ramp parking on the site
north of the Crestland Building instead of on the south part of Block 5
between 9th and lOth Avenues South. Motion carried.
Item:
- Dr. Slaton reported on a visit to Richview Nursing Home owned and operated
by Martin Hellman in Richfield. He commented on the high quality of house-
keeping evident at Richview. He also stated that there was no 'green area'
in connection with the nursing home.
Item:
Glen A. Lindgren, 152 Ashley Road and Victor S. Rotering, 98 Meadowb rook Road
appeared to present a request that the Commission attempt to prevent the
access to the Rudy Luther property from being directly accross Excelsior Avenue
from Ashley Road. They want some action taken to prevent westbound traffic
from making left turns into Ashley instead of at Blake Road. Commission
took the suggestion under consideration.

Chairman adjourned the meeting.
