02-29-1972 A regular meeting of the Hopkins Zoning and Planning Commission was held on
Tuesday, February 29, 1972, at 7:30 P.M. in the Council Chambers of the City
Hall.
Present were Chairman Lohmann, members Knickerbocker, Lund, Malerich, Sidla and
� Slaton. Also present were City Manager Novak, City Engineer Strojan, Zoning
Administrator Blomquist and Building Inspector Kohnen.
Item: Proposed Nursing Home on Luther property.
�aenty-seven residents of Interlachen Park were present to hear a
presentation of the proposal given by Gene Reilly and Martin Hellman.
Comments and questions were presented regarding
1. the advisability of having entrance to the nursing home
property at a point directly opposite Ashley Road.
2. the effect added traffic in the area would have on the
residential neighborhood.
3. the land density in relation to occupancy of the facility.
4. the adequacy of proposed parking.
5. the effect of the proposed six story building on the
neighboring homes.
6. the necessity to upgrade the intersection of Monk and
Excelsior Avenues.
7. the preservation of the overall image of the industrial
area on the north side of Excelsior Avenue as it effects
setbacks and green areas.
.- 8. the effect of internal lighting in the nursing home on the
residential neighborhood.

Item: Proposed standards for architectural review.
Terry Novak presented the recommendation of R. Gale Mauk, Architect for the
City Center Corporation, for the outside finish for the Hagen eleven-story
apartment building. The recommendation was made in collaboration with
Ben Gingold, Architect, Jim Lammers , Architect, Harry Olson, Architect and
Don Hagen, owner.
The recommendation was for charcoal coating on the smooth surfaces of
stacked masonry block, gold-green coating on the split-faced masonry block,
and all exposed concrete to be left untreated, but cleaned. The recommendation
was referred to the sub-committee on aesthetics for study.
Item: Lt. Don Bently of the Police Department gave a slide presentation concerning
the problem of apartment security in Hopkins. Chairman Lohmann recommended
cooperation between the Building Inspection and the Police concerning said
security.
Action: Mr. Knickerbocker moved, and Mr. Sidla seconded a motion that the meeting
be adjourned. Motion carried.
