03-28-1972 A regular meeting of the Hopkins Zoning and Planning Commission was held on
March 28, 1972, at 7:30 P.M. , in the Council Chambers of the City Hall.
Present were Members Malerich, Shirley, Sidla and Slaton. Also present were
.� Zoning Administrator Blomquist, Building Inspector Kohnen and City Planner Hawks.
Action: Dr. Slaton was appointed Chairman Pro-tem in the absence of Mr. Lohmann.
Case No. 72-02 Hearing to consider granting a Conditional Use Permit pursuant to
Section 269.36, Subd. 2 (10) and 269.63 Planned Unit Development,
to allow a Day Care Center in the R-4 Multiple Residence District
on the following described property:
That part of Lots 75 and 76, Auditor's Subdivision No. 239
lying West of the East 635 feet thereof and North of the
South 300 feet thereof.
The plot plan presented for the Day Care Center did not show the
proposed outdoor activities area or the change proposed to handle
the drive-up area for the center.
Action: Mr. Shirley moved, and Dr. Malerich seconded a motion to continue
the matter to April 25, 1972. Motion carried.
Item: Proposed ordinance on apartment security.
— Action: Chairman Slaton ordered this item tabled.
Item: Status report on official map.
After perusing a large copy of the proposed map, several suggestions
for additions were offered for further checking and a map bearing
dimensions of proposed acquisition was requested to be prepared.
Item: Response of Don Hagen to request to paint ends of 11 story building
continued from March 14, 1972 meeting.
Action: A committee of two, Mr. Shirley and Mr. Sidla, after meeting with
Architect Gale Mauk, recommended that the commission approve the
proposed treatment, rubbed concrete on North and South walls and
charcoal and gold painted panels on the East and West walls of the
11 story Hopkins Apartments. Approval was unanimous.
Item: Letter regarding amending zoning ordinance as to density for nursing
homes.
The proposal to consider changing the density of the Nursing Care Use
'� in the R-4 District from the present 600 square feet per bed to:
600 Sq. Ft. - - - 1 or 2 stories
450 Sq. Ft. - - - 3 or 4 stories
325 Sq. Ft. - - - 5 or 6 stories
300 Sq. Ft. - - - 7 stories or more
was presented by Mr. Howard Harvey, representing Mr. Martin Hellman.
Action: After a short discussion, Mr. Shirley moved and Mr. Malerich seconded
a motion to set a hearing on the matter at 7:30 P.M. , April 25, 1972.
Motion carried. Mr. Sidla voted 'no' .
Item: Mr. Hawks reviewed the 1971 CUE report and the Minneapolis Design
District Law. No action was taken.
Item: A written report was made by Mr. Hawks on the comments Mr. Vic Rotering
had made regarding suggested changes to the Hopkins Zoning Ordinance.
Mr. Hawks proposed that a restudy of the present total ordinance
be made. No action was taken.
Item: Zoning and Planning Work Program - no action was taken.
� Item: Memo from City Manager on Development District Act. No action was
taken.
Item: Memo regarding Northwestern National Bank Building. No action was
taken.
Zoning and Planning minutes of March 28, 1972, continued.
Action: Mr. Shirley moved, and Mr. Sidla seconded a motion that the meeting
' be adjourned. Motion carried.
