04-11-1972 A special meeting of the Hopkins Zoning and Planning Commission was held on � '�d April 11, 1972 at 7:30 P.M. , in the Council Chambers of the City all. � i�j������� (�`� "�� Present were members Lohmann, Lund, Shirley and SlatonG� �,1so present were Building _ Inspector Kohnen, City Planner Hawks, City Manager Novak and City Engineer Strojan. Item: Development District Act: Mr. Novak e�lained Development District Act to the Planning Commission and it was recommended that the City Council take steps to have a correction made in existing state law, to include development districts in the exempted valuation in the Fiscal Disparities Law. Action: Mr. Lohmann moved and Mr. Lund seconded a motion that this matter be brought before the City Council for action. Item: Long Range Work Program: Mr. Novak asked the commission if they were satisfied with the accomplishments of staff report for the commission and after some discussion everybody agreed that they were. Item: CUE and Minneapolis Design District Act: Mr. Hawks went over the work of CUE and its' goals and also explained that this is a Minneapolis project so far. He will meet with the CUE staff for further information. � Item: Upcoming items and staff needs : Mr. Novak brought up the commissions work on the night of March 28, 1972 and after a complete discussion on the minutes of the meeting of March 28, it was apparent that the commission has reviewed and acted on all items to the extent possible. Mr. Novak also brought up the subject of Mr. Knickerbocker, a Zoning and Planning Commission member, moving out of the City of Hopkins. Mr. Novak will contact Mr. Knickerbocker and ask for his resignation because he no longer resides in the City of Hopkins. Item: Oral Report - HRA Plan changes for urban renewal area. Mr. Novak went over the first three phases of the renewal plan and said phase one involving the Northwestern National Bank is well on its way. Phase two and three should have some corrections made as to street vacating and have a map to show the commission the correction and �et their opinion of them plus some additional corrections. Also three site seeing trips be set up by Mr. Hawks to see H.R.A. housing, nursing homes and also Eden Prairie and Johathan projects. These tours to be either evenings or Saturday A.M. Mr. Novak suggested a meeting be set up for May 9 with the heads of the various neighborhood organizations of Hopkins and explain to them what we are planning on doing as far as redeveloping Hopkins and the matter of intent. � Item: Oral report by Mr. Novak on Westbrooke VI. Mr. Novak has talked with Mr. Richard Neslund and the feeling is that Westbrooke VI is going to be developed into a condominium type of project with about 400 to 500 units. The cost to be approximately $15,000,000. Item: Oral report by Mr. Strojan on Hennepin County Highway five year construction plans in Hopkins area. Mr. Strojan presented a map with nine project on it and the year when the project would get started. The nine projects are located in and around Hopkins and should be started within the next five years. He also had data sheets on each project as to cost, width of highway, number of lanes and design of the highway. Item: Oral report by Kohnen on billboards and Hopkins ordinance. Hopkins billboard ordinance was discussed and the recent erection of four new billboards and the planning of some/��i�s brought out the fact that our billboard ordinance was not as complete as it should be. Mr. Lohmann moved and Mr. Lund seconded a motion for Mr. Hawks and Mr. Kohnen to draw up and submit a new billboard ordinance to the Zoning and Planning Commission for the meeting of April 25, 1972. Motion carried. '" Action: Mr. Lohmann moved and Mr. Lund seconded a motion that the meeting be adjourned. Motion carried.
