08-29-1972 A regular meeting of the Hopkins Zoning and Planning Commission was held on August 29, 1972, at 7:30 P.M. , in the Council Chambers of the City Hall. Present were Chairman Shirley, members Birkeland, Gaskell, Lohmann, Miller and Slaton. Also present were City Manager Novak, Zoning Administrator Kohnen, r City Engineer Strojan and City Planner Hawks. Case No. 72-21 Hearing to consider amending Ordinance No. 269 in the following respects : Repeal Section 269.50 Subd. 1 (K) (a) and adopt in lieu thereof the following: 269.50 Subd. 1 (K) (a) Sign of 250 square feet to be erected on the site of a residential project having 30 units or more until 75% of the project is leased or sold or one year after sign erection, which ever occurs first and then such sign shall be removed. (b) off-site directional signs not in excess of 25 square feet conforming to name plate message maybe temporarily located on private property abutting arterial streets during effective period of a residential project sign. Action: Dr. Slaton moved and Mr. Lohmann seconded a motion to recommend approval to the council of the amendment to Ordinance No. 269. .-. Motion carried. Case No. 72-23 Hearing on an application by Mr. James L. Vassar for a variance to the side yard requirement of ten feet in the R-1 District to three feet in the side yard on Lot 7, Block 2, Campbells Second Addition, also known as 236 Campbell Drive. Action: Mr. Birkeland moved and Mr. Gaskell seconded a motion to recommend to the Council denial of the side yard variance. Motion carried. Item: Gene Pagelkopf warehouse and office structure. Mr. Garrison, general contractor, requested permission to complete Pagelkopf structure as per plans submitted by Mr. Pagelkopf if he can obtain permission from the Pagelkopf estate. Action: Mr. Gaskell moved and Dr. Slaton seconded a motion to approve the architectural features as shown on plans submitted and to allow Mr. Garrison to complete the construction of the warehouse and office structure. Motion carried. Item: Mark Jones townhouses east of Ramsgate on Hiawatha Avenue. � Action: Dr. Slaton moved and Mr. Gaskell seconded a motion to have T4ark Jones appear at the September 26, 1972 Zoning and Planning meeting with corrected plan per the commission and Mr. Hawks corrections. Motion carried. Item: Introduction, Glenn Reinardy, Foundation for Cooperative Housing. Mr. Terry Novak requested this item be continued to the September 26, 1972 meeting. Request granted. Item: Discussion on snowmobiles sales and service in the B-2 District. Mr. Gene Reilly appeared to get the commissions reaction on this type of business in the B-2 District. Action: Mr. Lohmann moved and Mr. Miller seconded a motion that the commission table this item until a Conditional Use Permit is applied for and at that time amend our ordinance after reviewing the Conditional Use Permit application. Motion carried. Item: Report by Phil Hagedorn on the parking problem at Schoell & Madson. � Action: Zoning and Planning Commission determined that provision of contiguous parking by Schoell & Madson was consistent with zoning in the B-2 District and that construction of a garage addition to their building was also permissible under the ordinance. Zoning and Planning minutes of August 29, 1972 continued. Item: Metropolitan Transit review by Mr. Terry Novak. ' Action: Zoning and Planning Commission requested that P�r. Novak continue working with the Metro-Transit Committee on a fast link transit line Item: Hopkins Zoning and Planning Ordinances. At the Zoning and Planning meeting of September 12, 1972 our new zoning and planning consultants will be introduced. They are Nason, Wehrman, Chapman Assoc. Inc. and our needs for updating Hopkins Zoning Ordinance will be presented to them. Action: Dr. Slaton moved and Mr. Gaskell seconded a motion that the meeting be adjourned. Motion carried.
