09-26-1972 A regular meeting of the Hopkins Zoning and Planning Commission was held on
Tuesday, September 26, 1972, at 7:30 o'clock P.M. in the Council Chambers of
the City Hall.
_� Present were Chairman Shirley, members Gaskell, Miller, Sidla and Slaton. Also
present were Zoning Administrator Kohnen and City Planner Bergly.
Case No. 72-24 Hearing on an application by Mark Z. Jones II, to consider granting
a Conditional Use Permit pursuant to Section 269.62, Subd. (1) to
allow a community unit project of twenty-four townshouses at the
Ramsgate project located at Hiawatha Avenue and State Highway ��7.
Action: Mr. Miller moved and Dr. Slaton seconded a motion to continue this
case until the meeting of October 31, 1972 to give staff, planning
commission and planner Mr. Bergly time to study the revised
townhouse plans submitted by the developer. Motion carried.
Case No. 72-25 Hearing to consider amending Ordinance No. 269 in the following
respects : Section 269.41 Subdivision 2 (8) Sales and service of
snowmobiles and motorcycles, when conducted entirely within a
suitable enclosed building with safe guards against pollution by
odors, gases, noise and accumulation of discarded parts , trash,
rubbish and organic and other wastes.
Action: Dr. Slaton moved and Mr. Miller seconded a motion to continue this
�- case and case number 72-26 (application for a Conditional Use Permit)
until October 31, 1972 to give Mr. Bergly, City Planner, time to
study these two cases and submit his recommendation to the Zoning
and Planning Commission if amending the ordinance and issuing a
Conditional Use Permit is the best way to handle these two cases,
and if this amendment fits into our B-2 Comprehensive Plan.
Motion carried.
Case No. 72-26 Hearing on an application by 1023 Company for a Conditional Use
Permit to operate a snowmobile and motorcycle sales and service
company at 1023 Excelsior Avenue West.
Action: See action on Case No. 72-25.
Case No. 72-27 Hearing on an application by Mr. Paul Netland for a variance from
the side yard requirement of 18 feet to 7 feet for construction of
a garage. Said project to be constructed on Lots 1 & 2, Block 16,
F. A. Savages Interlachen Park also known as 201 Blake Road.
Action: Dr. Slaton moved and Mr. Gaskell seconded a motion to recommend
to the Council approval of the side yard variance. Motion carried.

Case No. 72-21 Ordinance No. 72-374 "AN ORDINANCE AMENDING HOPKINS ZONING ORDINANCE
N0. 269.50, PERTAINING TO RESIDENTIAL PROJECT SIGNS" referred back
to Zoning and Planning for further study and recommendation.
Action: Dr. Slaton moved and Mr. Miller seconded a motion to continue this
case to October 31, 1972 to give staff and City Planner Bergly
time to study increase time limit on rental signs erected on project
site, permanent identification signs on project site, issuing of
Conditional Use Permits for directional signs off project site.
Motion carried.
Item: Proposed bike system recommendation from Park Board.
Action: Dr. Slaton moved and Mr. Sidla seconded a motion to recommend to
the Council approval of the concept in part one and approval of the
budget allocation requested as proposed in part three. The route
in part one and part two and part four of the recommendations be
continued to October 10, 1972 Zoning and Planning meeting for more
study and open discussion. Motion carried.

adjourned. Motion carried.

NOTICE OF HEARING
WHEREAS, the Zoning and Planning Commission has ordered a hearing to
consider amending Ordinance No. 269 in the following respects :
Section 269.41 Subdivision 2 is hereby amended by adding thereto the
following as an additional provision to be designated (8) .
(8) Sales and service of snowmobiles and motorcycles, when conducted
entirely within a suitable enclosed building with safe guards against
pollution by odors, gases, �oise and accumulation of discarded parts,
trash, rubbish and organic and other wastes.

NOW, THEREFORE, it is hereby ordered that the Zoning and Planning
Commission of the City of Hopkins will hold a hearing on said amendment in
the Council Chambers in the City Hall of the City of Hopkins on September 26,
1972, at 7:30 o'clock P.M. and that the Zoning Administrator shall give ten
(10) days notice of said hearing in the official newspaper of the City of
Hopkins by publishing a copy of this hearing notice therein.
