09-25-1973 A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, September 25, 1973 at 7:30 P.M, in the Council Chambers of the City Hall. Present were Chairman Shirley, members Arnold, Hance, Moll, Sidla and Vassar. Also present were City Engineer Strojan, Building Inspector Kohnen and City Planner Bergly. �' Case No: 73-16 Hearing to consider a variance in the height of a rear and side yard fence in the R-2 District from a permitted height of six feet, no barbed rampart, to a height of eight feet with a twelve inch barbed rampart pointing inward, by Red Owl Stores Inc. to be located at 333 Second Street North. Action: Mr. Vassar moved and Mrs. Moll seconded a motion to recommend to the City Council denial of the fence variance requested by Red Owl Stores. Motion carried. 4 yes votes, 1 no vote. Case No: 73-17 Hearing to consider amendments to the City of Hopkins Comprehensive Plan and Zoning Ordinance. Action: Mr. John Bergly, City Planner, gave an informational speech. There was an open discussion by the audience. It was decided that the hearing would be continued at the October 9, 1973 Zoning meeting. Case No: 73-18 Hearing to consider vacating that part of 14th Avenue South lying between the south line of Lot 8, Block 1, and the north line of Lot 8, Block 1, Masons Industrial Addition also known as 619 14th Avenue South. � Action: Mr. Arnold moved and Mr. Vassar seconded a motion to recommend to the City Council approval of vacating part of 14th Avenue South. Motion carried. Case No: 73-19 Preliminary review of the proposed plat of the land located West of Blake Road North and South of Cambridge Street. Action: Mr. Arnold moved and Mr. Sidla seconded a motion to recommend to the Council approval of the proposed plat with the provisions including a five foot walkway easement at the rear of the property and an additional seven foot easement located at the front of the property for Hennepin County. Motion carried. Case No: 73-20 Hearing to consider granting a Conditional Use Permit to allow fuel oil storage in the B-2 District for one year on the following described property: Lot 6, Block 4, West Minneapolis also known as 802 Excelsior Avenue West. Action: Mr. Vassar moved and Mr. Arnold seconded a motion to recommend to the Council approval of granting a Conditional Use Permit to allow fuel oil � storage in the B-2 District for one year. Motion carried. Item: Sign variance for Wendys Restaurant. Action: Mr. Hance moved and Mr. Vassar seconded a motion to recommend to the Council approval of the 235 square foot over-size sign and the ten foot variance in the front yard setback.
