10-30-1973 A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday,
October 30, 1973, at 7:30 P.M. in the Council Chambers of the City Hall.
Present were Chairman Shirley, members Arnold, Gaskell, Moll and Vassar. Also present
� were City Manager Novak, City Engineer Strojan, Zoning Administrator Kohnen and City
Planner Bergly.
Case No: 73-24 Hearing to consider a variance on parking requirements for development
of the block bounded by 8th Avenue and 9th Avenue South and South of
First Street.
Action: Mr. Arnold moved and Mr. Gaskell seconded a motion to recommend to the
City Council approval of the parking variance on property bounded by
8th and 9th Avenue South and South of First Street contingent on an
Engineers Report on the use of Second Street for parking and a legal
counsel report that this parking project will not cost the City any
' installation or maintenance cost. Motion carried.
Case No: 73-22 Hearing to consider a variance in the sign requirements for Wendy's
Hamburger Drive Inn.
Action: Mr. Vassar moved and Mr. Gaskell seconded a motion to recommend to the
City Council approval of a sign variance of 118 square feet over allow-
able area and the increase in directional signs from the allowable area
of 4 square feet to 6 square feet. Motion carried. 4 yes votes, l nay

Case No: 73-23 Hearing to consider a variance in the sign requirements for Village Inn
Pizza.
Action: Mr. Vassar moved and Mr. Arnold seconded a motion to recommend to the
City Council approval of a sign variance of 49 square foot total area
and a new location for a sign located south of the centerline of the
building and north of the entrance off Blake Road North. Motion carried.
Item: Hagen Realty to present plans for residential development of the property
located at 701 Highway No. 7.
Action: The 75 unit apartment project is to be reviewed by Mr. Bergly and he is
to report back to the Zoning and Planning Commission at the meeting
November 27, 1973.
'Item: Homedale Nursery to present plans for additional green houses on their
present site.
Action: Mr. Gaskell moved and Mr. Vassar seconded a motion to recommend approval
to the City Council of the building plans. Motion carried. 4 yes votes 1

Item: Hennepin County Highway Department to present plans for storage shed for
salted sand.
Action: Mr. Vassar moved and Mr. Gaskell seconded a motion to recommend to the
City Council of approval of the building plans for the storage shed.
Motion carried.
Item: Review of proposed changes in exterior parking of apartment building to
be located at 6th Avenue North and First Street.
Action: Mr. Gaskell moved and Mr. Vassar seconded a motion to recommend to the
Cit_y Council approval of leaving a two stall garage and elm tree in the
parking lot site at 6th Avenue North and First Street. Motion carried.
Case No. 73-17 Hearing to consider amendments to the City of Hopkins Comprehensive Plan
and Zoning Ordinance continued from October 9, 1973 meeting.
Action: Complete ordinance changes at the meeting November 9, 1973 meeting and
then hold a public hearing for just zoning changes with emphasis put
on getting a good turnout from Hopkins citizens.
Action: Mr. Arnold moved and Mrs. Moll seconded a motion that the meeting be
adjourned. Motion carried.
