02-26-1974 A regular meeting of the Hopkins Zoning and Planning Commission was held
on Tuesday, February 26, 1974 at 7:30 P.M. in the Council Chambers of the
City Hall.
Present were members Arnold, Gaskell, Sidla and Vassar. Also present were
Acting City Manager Richardson, City Engineer Strojan, Zoning Administrator
�- Kohnen and City Planner Bergly. Mr. Vassar, Chairman pro-tem for the meeting.
Item: Apartment site located on the southwest corner of Highway No. 7
and County Road 18.
Mr. Ron Swanson, part owner of the project, appeared in behalf
of the owners to bring the Zoning and Planning Commission up to
date on the status of the starting time of the construction of
the apartment and due to the concern of the lending company asked
that the site be left as R-4 instead of rezoning it to R-3 and
have a non-conforming building on the site with the new ordinance
being ready to be passed. Commission suggested that Mr. Swanson
appear at the public hearing and present his case.
Case No: 74-01 Hearing on an application by R. L. Wilson to consider vacating
14th Avenue South from Fifth Street to Sixth Street and the alley
in Block 2, L.P. Creviers First Addition to West Minneapolis.
Action: Mr. Gaskell moved and Mr. Sidla seconded a motion to recommend to
the Council denial of the request by Mr. Wilson to vacate 14th Avenue
` South between Fifth Street and Sixth Street and the alley between
14th and 15th Avenue South from Fifth Street to Sixth Street.
Motion carried. Mr. Arnold voting no.
Case No: 74-02 Hearing on an application by Gaylord Watson for a variance from
the sign ordinance to erect directional signs in a residential zone.
Action: Mr. Sidla moved that the variance be granted but the motion died for
lack of a second.
Mr. Gaskell moved and Mr. Arnold seconded a motion to recommend to
the City Council approval of the sign variance due to the hardship
of directing people to the apartment site and also to get a letter
of approval from the tenants of the property at First Street South
and llth Avenue and present it to the Council. Motion carried.
Item: Request from Hennepin County for approval of Layout 4 re CSAH 61
from CSAH 3 to TH 7, referred from City Council.
Action: Mr. Gaskell moved and Mr. Sidla seconded a motion to table this
item until a committee meets with Minnetonka and brings in a report.

Item: Discuss hearing date for Zoning Ordinance and Comprehensive Plan.
Action: Mr. Arnold moved and Mr. Sidla seconded a motion to set March 26 , 1974
as the date for the hearing and have the Council members present
at this meeting. Motion carried.
Action: Mr. Arnold moved and Mr. Sidla seconded a motion that the meeting
be adjourned. Motion carried.

NOTICE OF HEARING

Whereas, the Zoning and Planning Commission of the City of Hopkins
has ordered a hearing to consider vacating 14th Avenue South from Fifth
Street to Sixth Street and the alley in Block 2, L. P. Creviers First
Addition to West Minneapolis.
Now, Therefore, it is hereby ordered that the Zoning and Planning
Commission of the City of Hopkins will hold a hearing on said proposed
vacation in the Council Chambers of the City Hall of the City of Hopkins
on February 26, 1974 at 7:30 o'clock P.M.
