03-26-1974 A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, March 26, 1974, at 7:30 P.M. in the Council Chambers of the City Hall. Present were Chairman Shirley, members Arnold, Gaskell, Hance, Moll, Sidla and Vassar. Also present were Acting City Manager Richardson, City Engineer Strojan, Zoning Administrator Kohnen and City Planner Bergly. Also in attendance were �'" Council members , Milbert, Miller and McDonald and Mayor Pokorny. Item: Modification No. 2 to the Minn. R-46 Urban Renewal Plan regarding compliance with Hopkins Comprehensive Plan by Phil Hagedorn. Action: Mrs. Moll moved and Mr. Vassar seconded a motion that the Hopkins Zoning and Planning Commission has reviewed proposed Modification 4�2 to the First Street South Urban Renewal Plan (Minn. R-46) and is of the opinion that the plan and changes thereto are not in general conformity to the Comprehensive Plan of the City of Hopkins. Motion defeated. 1 Yes vote, 4 No. Action: Mr. Vassar moved and Mr. Arnold seconded a motion that the Hopkins Zoning and Planning Commission has reviewed proposed Modification �62 to the First Street South Urban Renewal plan (Minn. R-46) and is of the opinion that the plan and changes thereto are in general conformity to the Comprehensive Plan of the City of Hopkins. It is also the opinion of the Commission that the following significant factors exist which require attention and which should be considered prior to approval or disapproval action by the Housing and Redevelopment Authority and the City Council; that developers proposals should not necessarily hinge upon or center around the construction of a � parking ramp or for that matter necessarily abundant parking provisions in that particular block. Action: Mr, Arnold moved and Mr. Gaskell seconded a motion that the Zoning and Planning Commission is of the opinion that developer proposals for the block containing Modification ��2 of Minn. R-46 need not be limited to plans con- taining a parking ramp but developers should be encouraged to investigate further possibilities with parking facilities located in other areas of the Central Business District. Motion carried. Notice is hereby given that a Public Hearing will be held by the Hopkins Zoning and Planning Commission and the City Council of the City of Hopkins in the Council Chambers in the Hopkins City Hall at 1010 First Street South, Hopkins on Tuesday, March 26, 1974 commencing at 7:30 P.M. to consider certain proposed changes and amendments of and to the Hopkins Zoning Ordinance No. 269 and the Hopkins Comprehensive P1an as follows : R-1 (SINGLE FAMILY RESIDENTIAL DISTRICT) A. �ao family dwellings to be allowed by Conditional Use Permit with 15 foot side yards and a lot width of at least 100 feet, and a lot size of 15,000 square feet. B. 15 foot side yards to be required for two and three story dwelling. R-2 (HIGH DENSITY SINGLE FAMILY DISTRICT) A. Townhouses, row houses or patio homes of not more than six dwellings per structure to be allowed by Conditional Use Permit. � B. 4,000 square feet per dwelling unit of two or more units required. C. Side yards to be at least 10 feet, and at least 15 feet for any dwelling of over two family units. D. Lot widths not less than 120 feet for three or more units. E. Rear Yards - one and two family, 20 feet; three or more units, 15 feet. R-3 (LOW DENSITY MULTIPLE FAMILY RESIDENCE DISTRICT) A. Adds right to erect residential structure of not more than six families per structure, either townhouse or apartment. B. Allows nurseries by Conditional Use Permit. C. Allows three story structures. D. 50 foot lot width for one and two family structures , and 150 feet for more than two families required. � E. 30 foot front yard set back plus total side yardage for one and two family units of 15 feet, and requires 15 feet for each side yard for more than two family units. F. Rear yard - 20 feet for one and two family, and 15 feet for more than two family units. G. Lot area - 5,000 square feet for single family, and 3,500 square feet per family unit for two or more units . � 2 R-4 (MEDIUM DENSI'I'Y MULTIPLE FAMILY RESIDENCE DISTRZCT) A. Single family and two to four family attached dwelling units allowed only by Conditional Use Permi.t. �- B. Independent offices of a general nature not permitted except govern- mental, non-industrial uses and schools, libraries, houses of wor- ship by Conditional Use Permit only. C. Hotels, Motels, hospitals not allowed. D. Building height limited to three stories or 35 feet but may be increased to not exceeding six stories or 70 feet by Conditional Use Permit with increased set backs required. E. Minimum lot width of 150 feet. F. Lot area - 3,000 square feet per unit minus possible allowances of not more than a total of 1,000 square feet for certain defined site or structural modifications or location. G. Total minimum area of 18,000 square feet. H. Side yard - 15 feet to 30 feet. � I. Required ratio of floor area to common open space equals 1 to 1.5. J. Schools allowed by Conditional Use Permit only. R-5 (HIGH DENSITY MULTIPLE FAMILY RESIDENCE DISTRICT) A. Single family and two to four family attached allowed by Conditional Use Permit only. B. Hotels, motels, hospitals, funeral homes and clinics not permitted. C. General offices as a secondary use, houses of worship, libraries, schools, museums, government, institutional, non-industrial uses allowed by Conditional Use Permit only. D. Lot area - 2,000 square feet per unit minus possible allowances of not more than a total of 750 square feet for certain defined site or structural modifications and location. E. Height - three floors or 35 feet but may be increased to twice the `. height by Conditional Use Permit. F. Minimum lot width of 150 feet; front yard, 30 feet; side and rear yards, 25 feet; open space ratio of 1 square foot floor area to 1 square foot common open space. R-6 (HIGH DENSITY HIGH-RISE MULTIPLE FAMILY DISTRICT) A. Lot area - 1100 square feet per unit minimum�possible allowances of not more than 400 square feet for certain defined site and structural modifications and location. � 3 B. Lot area-minimum 24,000 square feet. C. Front yard not less than 20 feet. D. Side and rear yards - 75 percent of building height, but not �- more than 35 feet. E. Building height - six stories or 65 feet, may be increased up to twelve stories or 130 feet by Conditional Use Permit. F. Open space ratio requirement - 1 square foot floor area equals .75 square foot common open space. B-1 (LIMITED BUSINESS DISTRICT) A. Multiple family residences not allowed except as a secondary use by Conditional Use Permit (C.U. PERMIT) B. Restaurants, motels, hotels, boarding and lodging houses, day nurseries allowed by C.U. Permit only. C. Set backs, front, side and rear yard unchanged except where it is a boundary line with any R District, then 40 feet. � D. Building heights - maximum of 45 feet, may be increased up to 90 feet by C.U. Permit. B-2 (CENTRAL BUSINESS DISTRICT) A. Eliminate multiple family residence except as a secondary use by C.U. Permit.
