11-26-1974 A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, November 26, 1974, at 7:30 p.m. in the Council Chambers of the City � Hall. Present were Acting Chairman Milbert, members Moll, Gaskell, Arnold and Sidla. Also present were City Manager Cotton, City Planner Bergly, City Engineer Strojan, and Zoning Administrator Kohnen. Case No: 74-12 Hearing on an application by R. H. Mason Inc. for a variance to the rear setback of 10 feet to 4 feet on the west side of Lot 1 tapering to 1 foot on the east line of the west 24.45 feet of Lot 2, Block 6, West Minneapolis, north of the east-west alley between lOth and llth Avenues South also known as "Archies". Action: Mr. Arnold moved and Mr. Sidla seconded a motion to recommend to the City Council approval of the rear setback of 10 feet to 4 feet on the west side of Lot 1 tapering to 1 foot on the east line of the west 24.45 feet of Lot 2, Block 6, West Minneapolis, north of the east-west alley between lOth and llth Avenues South also known as "Archies" so the future addition to the rear will be in line with the Hagen building to the east and loading and unloading can be done on the east side of the building instead of the alley side. Also approved was the new exterior finish of the north and west sides of the present building. Motion carried. ` Case No: 74-09 Hearing on an application by Mr. Warren Ajax for a variance to the rear yard requirement of 30 feet in the R-1 District to 20 feet in the rear yard to allow an addition to his home on Lot l, Block l, Drillane Addition also known as 505 Drillane Road. Action: Mr. Arnold moved and Mrs. Moll seconded a motion to recommend to the City Council approval of the rear yard variance of 30 feet in the R-1 District to 20 feet in the rear yard to allow an addition to his home of a glazed, unheated room, one story high, 10 feet deep and 16 feet long located approximately in the center of his home. Motion carried. Case No: 74-10 Hearing on an application by Hopkins Housing and Redevelopment Authority to consider vacating the alleys abutting Lots 11 thru 14, Lots 16 thru 37 and Lots 39 thru 42, Block 3, West Minneapolis, and First Street South between 7th and 8th Avenues South (Lots 15 and 38, Block 3, West Minneapolis) . Action: Mr. Arnold moved and Mr. Sidla seconded a motion to recommend to the City Council approval of the vacating the alleys abutting Lots 11 thru 14, Lots 16 thru 37 and Lots 39 thru 42, Block 3, West Minneapolis, and First �`" Street South between 7th and 8th Avenues South (Lots 15 and 38, Block 3, West Minneapolis) with the stipulation that no vacating take place unless (1) the project is going to be constructed and (2) a relocation route for utilities and the cost of relocating these utilities is determined. Motion carried. Case No: 74-11 Hearing to consider an application by Hopkins Housing and Redevelop- ment Authority for a variance to the front setback of the parking area along 8th Avenue South from 15 feet to 2 feet and a variance of setback of one parking space along Second Street South from 15 feet to 2 feet at the proposed apartment project to be constructed on Lots 11 thru 41 and the South 30 feet of Lot 42, Block 3, West Minneapolis. Request site plan approval also. Action: Mr. Arnold moved and Mr. Gaskell seconded a motion to recommend to the City Council approval of the variance to the front setback of the parking area along 8th Avenue South from 15 feet to 2 feet and a variance of setback of one parking space along Second Street South from 15 feet to 2 feet at the proposed apartment project. The need for the variance is to give more open area in the center of the complex, which was verbally agreed on when the plans were first submitted about a year ago. Motion carried. � Case No: 74-13 Hearing to consider an application by Hennepin County for a variance requiring front yard setbacks for signs from the required 15 feet to 0 feet on Lots 4, 5 and 6, Block 70, West Minneapolis Second Division also known as 22 llth Avenue North - Library. Zoning and Planning Minutes of November 26, 1974, continued. � Action: Mr. Gaskell moved and Mrs. Moll seconded a motion to continue this item to the January 28, 1975 meeting so Hennepin County can bring in their parking lot design and give staff time to check out the installed electrical ground outlet and the statement that a sign permit was issued about a year ago for a sign in this same required location. Motion carried. Item: Preliminary review of plans for Mr. Donut Shop at a new location - the Southwest corner of 8th & Excelsior Avenue. Action: Mrs. Moll moved and Mr. Arnold seconded a motion to recommend to the City Council approval of the Donut Shop building plans for the new location at the southwest corner of 8th & Excelsior Avenue. Motion carried. Item: Public hearing to consider a proposed Flood Plain Zoning Ordinance pursuant to Minn. Statutes C.104 (Flood Plain Management Act) , continued from October 29, 1974 meeting. Action: Mr. Sidla moved and Mrs. Moll seconded a motion to continue this item to January 28, 1975 meeting to give staff time to find out how many residences �' the 100 foot easement affected in the proposed Flood Plain Ordinance. Also Mr. Bergly is to submit a new proposal eliminating the 100 foot easement. There was considerable objection from the affected residents Mr. Puck, Mr. Winters and Mr. Swanson. They would like the ordinance claYified and were against the 100 foot easement. Motion carried. Item: Mr. Arnold moved and Mr. Gaskell seconded a motion to eliminate the December meeting and hold the next Zoning and Planning meeting on January 28, 1975. Motion carried. Mr. Sidla moved and Mrs. Moll seconded a motion that the meeting be adjourned. Motion carried.
