01-28-1975 A combined meeting of the Hopkins City Council and the Hopkins Zoning and Planning
Commission was held on Tuesday, January 28, 1975 at 7:30 P.M. in the Council Chambers
`, of the City Hall.
Present were Mayor Pokorny, Council members, Milbert, Vassar, Miller and McDonald,
Zoning and Planning Chairman Shirley, members Arnold, Moll, Gaskell and Hance.
Also present were City Manager Cotton, City Clerk Richardson, City Engineer Strojan,
City Planner Bergly and Zoning Administrator Kohnen.
Regular Zoning Meeting
74-13 Hearing to consider an application by Hennepin County for a variance in the
front yard setbacks for signs from the required 15 feet to 0 feet on Lots 4,
5 & 6, Block 70, West Minneapolis Second Division also known as 22 llth Avenue
North (Library) continued from November 26, 1974 meeting.
Action: Mrs. Moll moveci and Mr. Gaskell seconded a motion (for discussion only) to
recommend to the City Council approval of the front yard variance of the
required 15 feet to 0 feet in front of the library building to erect a sign.
Motion failed. One yea, three nay, Mr. Arnold abstained from voting
because of business reasons.
Mr. Gaskell moved and Mr. Hance seconded a motion to recommend to the City
�"' Council denial of the sign variance for Hennepin County Library. Motion
carried. one nay, three yea, Mr. Arnold abstained from voting.
Item: Hearing to consider a proposed Flood Plain Ordinance pursuant to Minn.
Statutes C.104 continued from November 26, 1974 meeting.
Action: Mr. Arnold moved and Mr. Milbert seconded a motion to continue this item
until the February 25, 1975 meeting to give the City Attorney time to write
an opinion on the legality of the Flood Plain Easement. Motion carried.
Item: Request from City Center Corporation to remove the sign section from the
Zoning Ordinance.
Action: Mr. Arnold moved and Mr. Gaskell seconded a motion to recommend to the City
Council denial of the request to remove the sign section from the Zoning
Ordinance. Motion carried.
Item: Qpen Meeting Law.
--- Action: Mr. Gaskell moved and Mrs. Moll seconded a motion to have the City Attorney
draw up a list of guidelines of Do's and Don'ts for Hopkins Zoning and
`�' Planning Commission on business meetings. This report is to be completed
in 60 days. Motian carried.
Item: JOINT MEETING - Zoning & Planning Commission & City Council.
Discussion on new zoning ordinance.
Mr. Bergly gave out a comparison chart on R-5 and R-6 listing our present
requirements and the proposed requirements. He explained the complete chart
and answered questions.
Mr. Hagen gave out three different building plans for one piece of land and
explained why it was not economical to build on this site under the proposed
ordinance. Mr. Harriman participated in this discussion.
Action: Mr. Pokorny suggested that a mortgage lender be brought in and have him
explain what facts they use in determining the amount of money they will
lend on an apartment that is going to be constructed. Also to check out the

feasibility of building an apartment on the site Mr. Hagen presented with
our new proposed ordinance. The commission agreed with the suggestion and
Mr. Pokorny will have him at the February 11, 1975 joint meeting.
Action: Mr. Gaskell moved and Mr. Arnold seconded a motion that the meeting be
adjourned. Motion carried.
