04-29-1975 A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, April 29, 1975, at 7:30 P.M. in the Council Chambers of the City Hall. � Present were Chairman Shirley, members Arnold, Gaskell, Milbert, Moll and Hance. Also present were City Manager Cotton, City Engineer Strojan, Zoning Administrator Kohnen and City Planner Hawks. Case No. 74-01 Review Council action of March 19, 1974, regarding the vacation of 14th Avenue South from 5th Street to Sixth Street and the alley in Block 2, L.P. Creviers First Addition to West Minneapolis. Action: Mr. Arnold moved and Mrs. Moll seconded a motion to continue this item to the May 27, 1975 meeting at which time the Plannina Commission would like to be brought up to date on all the latest information regarding the vacation of 14th Avenue South request by Mr. R. L. Wilson to build a warehouse and also have Mr. Wilson appear and present plans of his warehouse. Motion carried. Case No. 75-04 Request for variance by Scott D. Crist to construct a fence along the north property line extending from rear lot line to front of house located at 705 6th Avenue South. Action: Mr. Milbert moved and Mr. Arnold seconded a motion to recommend to the City Council approval of the side yard fence variance from the 42�� maximum height requirement to 72" from the rear of the dwelling to �-- the f_ront of the dwelling. Motion carried. Case No. 75-03 Hearing on an application by W.O.T. Development Corporation for a Conditional Use Permit to develop an apartment-townhouse complex under the Community Unit Development provision of the Zoning Ordinance. Said project to be constructed on Lots 12 thru 41, inclusive and the South 30 feet of Lot 42, and the South 35 feet of Lots 11, all in Block 3, West Minneapolis. Action: Mr. Arnold moved and Mr. Milbert seconded a motion to recommend to the Council approval of the Conditional Use Permit with the following amendments attached: A. Parking lot policy for snow removal, B. Complete site and landscape p1an,C. Rear fence plan to buffer Bursch's parking lot. Motion carried. Case No. 75-02 Hearing on an application by Hopkins Redevelopment Authority to rezone from B-3b (General Business District) to R-5 (Multiple Family District) Lots 21 thru 31, inclusive, Block 3, West Minneapolis, said property located north of Second Street South between 7th and 8th Avenues South. Action: Mr. Gaskell moved and Mr. Hance seconded a motion to recommend to the �' City Council approval of the rezoning request by H.R.A. Motion carried. Item: If the revised Flood Plain Ordinance is ready the Commission will hold a public hearing on May 27, 1975. Action: Mr. Arnold moved and Mr. Gaskell seconded a motion that the meeting be adjourned. Motion carried.
