10-28-1975 Revised Zoning minutes for October 28, 1975 as per action on 11-25-75.
A regular meeting of the Hopkins Zoning and Planning Commission was held on
Tuesday, October 28, 1975 at 7:30 p.m. in the Council Chambers of the City Hall.
�' Present were Chairman Arnold, members Gaskell, Moll, Morrill and Stefan. Also
present were City Manager Cotton, City Engineer Strojan, Zoning Administrator
Kohnen and City Planner Hawks.
Item: Approval of the minutes from the Zoning and Plannina meeting of September 30,
1975.
Item: Continued hearing on the Flood Plain Ordinance.
Action: Mrs. Morrill moved and Mr. Gaskell seconded a motion to recommend to the
City Council approval of the Flood Plain Ordinance with the insertion of who
will make up the Board of Appeals relating to Flood Plain problems. Motion
carried. 4 yea - 1 nay, Mrs. Moll.
Case No: 75-17 Hearing on an application to consider vacating the North-South alley
from Fifth Street to Sixth 5treet between 15th and 16th Avenues South in Block 3,
L.P.Creviers First Addition to West Minneapolis.
Action: Mr. Gaskell moved and Mr. Stefan seconded a motion to recommend to the City
Council approval of the vacating of the North-South alley from Fifth Street
to Sixth Street between 15th and 16th Avenues South in Block 3, L.P. Creviers
"' First Addition to West Minneapolis. Motion carried.
Case No: 75-16 Hearing on an application to rezone from I-2 (Industrial District) to
B-3b (General Business District) the following described property: That part
of Lot 70 lying southwesterly of Minnehaha Creek in Auditor's Subdivision
No. 239 also known as 1201 Lake Street NE or 415 Blake Road North.
Action: Mrs. Moll moved and Mr. Gaskell seconded a motion to recommend to the City
Council denial of the request to rezone this property to B-3b. Motion carried.
Mr. Gaskell moved and Mrs. Moll seconded a motion to recommend to the City
Council approval to rezone this property to R-4. Motion carried.
Item: Preliminary review of plans for a launderette on the west side of the Kenney
Market located on Blake Road North continued from September 30, 1975.
Action: Mrs. Moll moved and Mr. Gaskell seconded a motion that this item be stricken
from the agenda. Motion carried.
Item: Review of landscaping plan for Country Kitchen to be located on County Road #3
west of the Justus property.

Action: Mr. Gaskell moved and Mr. Stefan seconded a motion to recommend approval to
the City Council of the building and landscaping plans for Country Kitchen.
Motion carried.
Case No: 75-18 Hearing on an application by Mr. Rudy Luther to operate an open sales
lot at 701 Excelsior Avenue West, Lots 7 & 8, Block 66, West Minneapolis Second
Division.
Action: Mrs. Moll moved and Mrs. Morrill seconded a motion to recommend approval to
the City Council of the Conditional Use Permit with the amendment from
Mr. Gaskell that a barrier be installed between the sidewalk and the lot to
keep cars from extending over the walk and the lot flood lights be so positioned
not to glare into eyes of motorists or pedestrians. Motion carried.
Item: Preliminary review of plans for a warehouse-office building to be located at
7th Street and 12th Avenue South.
Action: Mr. Gaskell moved and Mrs. Moll seconded a motion to recommend approval to
the City Council of the Warehouse plans with the conditions that the landscaping

be completed in 2 years and the parking lot be surfaced in three years.
Motion carried.
Item: Discussion on the regulations for accessory buildings.
Action: This item to be discussed at the special meeting to be scheduled.

Item: Proposed Hennepin County Plans for upgrading of County Road 20 (Blake Road
from Excelsior to 2nd Street NE} referred to Zoning and Planning for review
and public hearing.
Action: Mrs. Moll moved and Mr. Gaskell seconded a motion that a review and hearing
be held on January 27, 1976 meetinq of Zoning and Planning with the under-
standing that Hennepin County will bring in an environment statement about
the water table under the railroad tracks and why it isn't possible to put
in an underpass. Motion carried.
Item: Discussion on the open zoning areas on the new zoning map and changes in the
text.
Action: Mr. Cotton and Mr. Arnold will set the date for a special meeting to discuss
this item.
Item: Duties of Zoning and Planninc� members and meeting procedures.
Action: Mr. Vesely will be at a meeting scheduled for November 11, 1975 at 7:30 p.m.

Action: Mr. Gaskell moved and Mrs. Morrill seconded a motion that the meeting
be adjourned. Motion carried.
