01-27-1976 A regular meeting of the Hopkins Zoning and Planning Commission was held on
Tuesday, January 27, 1976 at 7:30 p.m. in the Council Chambers of the City
� Hall.
Present were Chairman Arnold, members Gaskell, Hance, Moll, Morrill, Slaton
and Stefan. Also present were City Manager Cotton, City Engineer Strojan,
Zoning Administrator Kohnen and City Planner Hawks.
Item: Approve and sign minutes of December 30, 1975 meeting.
Action: Mrs. Moll moved and Dr. Slaton seconded a motion to approve and sign
the minutes of December 30, 1975. Motion carried.
Item: Council request for Zoning and Planning Commission to review and set date
for a public hearing on the request by Hennepin County Highway Department
for approval of upgradina the intersection of County Road 73 and County
Road 5 (Minnetonka Boulevard) .
Action: Mrs. Moll moved and Mrs. Morrill seconded a motion that a public
hearing be held March 30, 1976 for the upgrading of the intersection of
County Road 73 and County Road 5. Motion carried.
Item: Public Hearing on the proposed revisions of Blake Road from Excelsior
� Avenue to State Highway No. 7.
Action: Mrs. Morrill moved and Mrs. Moll seconded a motion to recommend to the
City Council that the concept plan to upgrade Blake Road North from
Excelsior�ve ue to, Highway No. 7 be approved with the inclusion of 'U'
turns and;1pat�w�ys:' L�
Dr. Slaton moved to amend the motion to have staff study the feasibility
of a public access to Wendys Drive-In from Cambridge Street. Mr. Hance
seconded the motion. Motion failed - Slaton and Hance yea; Gaskell, Moll
and Morrill nay.
Poll was taken on original motion. Motion carried.
Action: Mrs. Moll moved and Dr. Slaton seconded a motion that the meeting be
adjourned. Motion carried.

` NOTICE OF HEARING
ON PROPOSED IMPROVEMENT OF
BLAKE ROAD (CO. RD. 20) FROM
BOYCE ROAD TO STATE HWY. #7
The State law provides that any County Highway improvement within the
City limits must be approved by the municipal Council.
Hennepin County has proposed an upgrading of Blake Road from Excelsior
Avenue to State Highway P1o. 7. This section of County road would be constructed
to four lanes with separate left turn la.nes at major intersecting streets and
driveways. Other major features proposed include raised centerline medians which
would affect left turn access to abutting properties. Traffic signals are pro-
�" posed to be installed at Cambridge Street and major signal revisions would be
made at State Hiahway 7, Second Street N.E. and Excelsior Avenue. The culvert
for Minnehaha Creek is proposed to be enlaraed.
The revisions at Excelsior Avenue affect properties on Blake Road south of
Excelsior to Boyce Road and on Excelsior Avenue for a distance of approximately
750 feet east and west of Blake Road.
The proposed plan is on display at the Hopkins City Hall on the wall in the
lobby of the Police Station until the date of the Public Hearing. The Police
5tation is open 24 hours per day, 7 days per week.
The municipal review of this Proposed Plan is scheduled for 7:30 P.M. , on
Tuesday, January 27, 1976 by the Planning and Zoning Comr.lission at which time

you can state your views on the proposed project. Written statements may be
submitted at the hearing or prior to the hearing.
