05-25-1976 A regular meeting of the Hopkins Zoning and Planning Commission was held on
Tuesday, May 25, 1976, at 7:30 P.M. in the Council Chambers of the City Hall.

Present were Chairman Arnold, members Moll, Morrill, Gaskell, Slaton and Stefan.
Also present were City Engineer Strojan, City Planner Hawks, City Manager Cotton
and Zoning Administrator Kohnen.
Item: Approve and sign minutes of April 27, 1976 meeting.
Action: Continued to the June 29, 1976 meeting.
Case No: 76-01 Request for a variance to the sign ordinance to permit a sign to
extend more than 6' above the roof of a building and to exceed the
square footage allowed at Donovans Furniture, continued from April 27,
1976 meeting.
Action: Mr. Stefan moved and Mr. Gaskell seconded a motion to continue this
case to the June 29, 1976 meeting. Motion carried.
Case No: 76-06 Hearing on an application by Mr. Rudy Luther to rezone from R-4
Multiple Family Residence to B-3b General Business District the property
located at the northeast corner of Blake and Excelsior Avenue, continued
from April 27, 1976 meeting.

Action: Mrs. Moll moved and Mr. Gaskell seconded a motion to continue this case
to the June 29, 1976 meeting. Motion carried.
Case No: 76-10 Hearing on an application by Mr. J. L. Kakach to consider a variance
to the allowable sign square footage of 465 square feet to 535 square feet
in the B-2 District for the lOth Avenue Mini Mall located at 1002 West
Excelsior Avenue.
Action: Mrs. Moll moved and Mr. Gaskell seconded a motion to recommend to the
City Council denial of the request for a sign variance for the Mini
Mall building. Motion carried.
Item: Presentation of North Central Business District Area Development Plan
presented by Mr. Cotton.
Action: Mr. Stefan moved and Dr. Slaton seconded a motion to recommend to the
City Council approval of the North Central Business District Plan.
Motion carried.
� Case No: 76-11 Hearing on an application by the Hennepin County Library to construct
a sign with a variance to the set back requirements of 15 feet in the R-5
District to 6 feet in the set back requirement at the front of their
parking lot located at 36 llth Avenue North.
Action: Mrs. Moll moved and Dr. Slaton seconded a motion to recommend to the
City Council approval of the sign variance with the amendment that they
stay within the allowable square footage for lettering. Motion carried.
Case No: 76-12 Hearing on an application by the Hennepin County Library for a
Conditional Use Permit to construct a special purpose fence along the
North property line of their parking lot 60" high and made up of solid
panels.
Action: Mrs. Morrill moved and Mrs. Moll seconded a motion to recommend to the
City Council approval of the Conditional Use Permit to construct a
special purpose fence. Motion carried.
Action: Mr. Stefan moved and Mr. Gaskell seconded a motion that the meeting be
adjourned. Motion carried.
