02-22-1977 A regular meeting of the Hopkins Planning and Zoning Commission was held
on Tuesday, February 22, 1977 at 7:30 p.m, in the Council Chambers of the
�' City Ha11.
Present were Chairman Gaskell, members Hance, Loberg, Marker, Morrill and
Slaton. A1so present were City Manager Craig, City Engineer Strojan, Zoning
Administrator Kohnen and City Planner Hawks.
Item: Approve and sign minutes of January 25, 1977 meeting.
Action: Mr. Marker moved and Mr. Loberg seconded a motion that the minutes
be approved. Motion carried.
Item: Hennepin County Five Year Highway Construction Improvement Plan.
Mr. Jim WoZd, Planning and Programing Engineer for Hennepin County,
appeared before the Commission and explained the Priority Analysis
Program for highwa� improvements, possible jurisdiction changes and
the improvements within municipalities that the County does partici-
pate in. He also explained the timing for the construction on
County Highway 18.

Item: Review of St. John's Conditional Use Permit.
Jim Hawks reviewed the original Conditional Use Permit with the
Commission and the conditions that could be implemented if there
was a problem with the parking.
Dr. Slaton moved and Mr. Loberg seconded a motion that the item
be placed on the March 29, 1977 agenda as a topic for discussion
and that the residents within 350 feet of the church property be
notified. Motion carried.
Case No: 77-OI Continued hearing on an application by Mr. Daniel Johnson
of H H & J Investment Company for a variance to the 1ot width
requirements of 80 feet in the R-3 District to 64 feet in the lot
width requirement. Said project to be constructed on Lots 22, 23
and 24, B1ock 3, Gibbs First Addition to West Minneapolis.
Action: Mrs. Morrill moved and Mr. Hance seconded a motion that this case
be continued to the March 29, 1977 meeting. Motion carried.
Item: Proposal by Paul Steiner for the vacant Iand on the east side of 6th
Avenue South, north of 8th Street, creating a 68.58 foot lot, and
�' two 68 foot Iots and a proposed a11ey.
Mr. Jim Justus appeared in behalf of Mr. Steiner to see what the
Commission felt that he should do with the land in regard to the
possible construction of double bungalows on the proposed lots
both under Ordinance No. 269 now in effect and the new Ordinance
No. 427 which wi11 become effective March 9, 1977. The commission
took no action.
Item: Mr. Dave Vanek appeared before the Commission in regard to two Iots
on Jackson Avenue North. One Zot a dupZex has been demolished with
the intent to rebuild a double bungaZow and the other lot has an older
duplex which was to be demolished in the future and replaced with a
double bungalow also. A variance would have to be granted under
Ordinance No. 269 and also under Ordinance 427 when it becomes effective.
He asked the commission what he was supposed to do with the lots and
what action he should take at this time. No action was taken by the
Commission. (see attached comparison of lot area requirements) .
Action: Mrs. Morrill moved and Mr. Marker seconded a motion that the meeting

be adjourned. Motion carried.
