06-28-1977 A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday,
June 28, Z977, at 7:30 o'clock p.m. , in the Council Chambers of the City HaZ1.
Present were Chairman Gaskell, memhers Hance, Loberg, Marker, Slaton and Stefan. Also
present were Zoning Administrator Kohnen, City Engineer Strojan, City Manager Craig
and City Planner Hawks.
Item: Mr. Hance moved and Mr. Loberg seconded a motion that the minutes of the
May 31, 1977 meeting be appmved and signed. Motion carried.
Item: Discuss problems of non-conforming lots under new ordinance.
Mr. Hawks explained differences between the o1d and new ordinance regarding
R-District lots and suggested using R-i-A requirements for said non-conforming
1ots.
Mr. Stefan asked for a po11 of the commission regarding the granting of
variances to those properties in the R-2, R-3, R-4, R-5 and R-6 Districts
until such time that proper ordinance changes can be formed and combined
with other items necessary to be changed in the new ordinance.
Mr. Hance yea; Mr. Loberg yea; Mr. Marker yea; Dr. Slaton yea; Mr. Stefan yea.
Action: Dr. Slaton moved and Mr. Loberg seconded a motion to instruct staff to draw
�-^ up changes for the R-2, R-3, R-4, R-5 and R-6 Districts to permit R-I-A
zoning requirements under certain conditions as specified. UntiZ such time
as this is officially adopted by the City of Hopkins this Commission will,
at its' discretion, recommend variances to that effect.
Mr. Stefan moved and Mr. Marker seconded a motion to amend the motion to
include that the staff research further how to incorporate the considerations
of special properties that are going to be problems and what the impact will
be on the use. Motion carried.
Vote on original motion as amended. Motion carried.
Case No: 77-04 Hearing on an applicaltion by Mr. G. A. Duda for a variance to the side
yard requirements of IS feet in the R-3 District to 11 feet on one side,
variance to the front yard requirement of 35 feet to 30 feet, and also lot
area requirement. Said variances are for the construction of a single family
residence on Lot 2, B1ock 58, West Minneapolis, also known as 606 IOth Avenue

Action: Mr. Hance moved and Dr. Slaton seconded a motion recommending to the Council
granting of the variances necessary being that they would be in conformance
� with R-1-A requirements proposed to he chanqed in the new ordinance and in
keeping with other homes in the neighborhood. Motion carried.
Case No: 77-05 Hearing to consider vacating the 33 foot east-west roadway easerRent
on the south part of Parcel 8800, Section 23, Township II7, Range 22, also
known as 300 21st Avenue North, continued from May 31, 1977.
Action: Mr. Marker moved and Mr. Loberg seconded a motion to continue this item to
the Ju1y 26, 1977 meeting due to Iack of a response from the City Attorney.
Motion carried.
Case No: 77-08 Hearing on an application by Mr. Dennis Roof for a variance to the
lot area requirement of 7000 sq. ft. in the R-1-A District to 6569 sq. ft.
to use the existing dwelling as a doubZe residence Zocated on Lot Z4, BZock 80,
i��est Minneapolis Second Division also known as 105 9th Avenue North, continued
from May 31, I977 meeting.
Mr. Roof read a letter of intent to upgrade the property that he sent to
adjoining property owner Mr. Klugman.
Mr. Klugman stated that he and other neighbors were in agreement that it
` would be beneficial to the neighI�orhood.
Action: Mr. Marker moved and Dr. Slaton seconded a motion to recommend to the Council
granting of the variance to use the premises as a double residence base� on
a hardship to the area and it is the best alternative to the neighborhood.
Planning Commission minutes of June 28,1977 continued.

Mr. Stefan moved and Mr. Loberg seconded a motion that the granting of the
variance be denied. Dr. Slaton, Mr. Hance and Mr. Marker voting nay. Motion
lost.
Mr. Stefan moved and Mr. l�arker seconded a motion to forward this case to
the Council without recommendation from the Planning Commission. Motion
carried.
Item: Dr. Slaton moved and Mr. Marker seconded a motion that the a_ppearance by
MinneapoZis Floral regarding proposal for their Iand in south Hopkins be
continued to the Ju1y 26, 1977 meeting. Motion carried.
Item: Mr. Marker moved and Mr. Stefan seconded a motion that the appearance by
Mr. Rollin Child regarding the enlargement of his building at 420 Excelsior
Avenue West be continued to the July 26, 1977 meeting. �7otion �arried.
Item: Super Valu Stage II review by Mr. Frank Zel1e of Ryan Construction Company.

Action: �r. Stefan moved and Mr. Loberg seconded a motion to approve the Stage II
review and comm�nd the architect for their plans of the structure. Motion
carried.
Item: Mr. Don Spielman and Mr. Dave Schmidt of Hennepin County explained Layout 16A,
redesign of the interchange on State Highway 7 and County Road 18, being that
the clover-leaf was not acceptable by the State becatise Highway 7 will not
get the expected traffic.
The Commission expressed concern over noise and suggested that the County
present a noise abatement proposal and also be able to show traffic flow
data for Highway 7 and I8.
Action: Dr. Slaton moved and Mr. Stefan seconded a motion to set the date for the
hearing for Layout 16A for July 26, 1977, at 8:00 p.m. Motion carried.
Item: Mr. Jack Safar of Dora.inium Corporation and ldr. Perry Bolan of Hammel-Green-
Abrahamson Architects presented plans for the R-46 parcel for a three story,
102 unit apartment with below level parking. They also stated that the
Harriman property on llth Avenue would be a desirable site.
` Action: Mr. Marker moved and Mr. Loberg seconded a motion that the meeting be adjourned.
Motion carried.
