Dear Mr. Barber:
The I3oard of Managers of the I1.ine riile Creek Watershed District has
reviewed the plan and grading arid iarid alteration permit application dated
August 15, 1977, as submitted to the District for the above referenced
project. The Manaers find that the proposed project is in general conform-
ance with the policies set forth by the Watershed District and, therefore,
approve of the radin and land alteration permits subject to the iollowing
conditions: •
l. The District oill require that all backfilled material
be rl4ced ar.d braded ir. sech a Lnanner as to not change
the existing topography of these lots. It is essential
that the area beloo the 896 elevation remain at/or be
placed back the same, as existing conditions for purposes
of 100-year flood storage. ;
Z. The District will require that the proposed hay bales, as '
shown on the plan, be installed prior to the commencement
of land alteration. These bales must remain in place and '
be properly maintained until all altered areas on the site
have been restored.
3. The District's approval is contingent upon full City of
Hopkins' approval.
4. The District requests to be notified 48 hours prior to the
. - commencement of land alteration.
5. The District will require that clean fill be used as back-
fill material.

CITY OF HOPKINS
Hennepin County, Minnesota
,.. NOTICE OF HEARING
ON PROPOSED DESIGN CHANGE AT
INTERCHANGE OF CDUNTY ROAD 18
AND STATE HIGHWAY NO. 7
LAYOUT 16A PROJECT NO. 6706
The State Iaw provides that any County Highway improvement within the
City limits must be approved by the municipal council .
Hennepin County Highway Department has previously received City Council
approval for the general design of County Road I8 through the City of Hopkins
which is being presently constructed in stages.
The approved design included a cloverleaf type interchange at the point
where County Road 18 and State Highway No. 7 intersect. This was based on
`, the assumption that Highway No. 7 wou.Zd be upgraded to a freeway. Since
this is no longer the plan of the Minnesota Highway Department for Highway No.7
the State and the County feel that a redesign is justified because the antici-
pated traffic volumes will be 1ess.
The current proposaZ is to construct a modified diamond interchange which
would include signalized at grade crossings for turning movements on Highway
No. 7.
The plan of the proposed design change (Layout 16A, Proj. No. 6706, 4-29-77)
is on disp.Zay at the Hopkins City Hall on the wall in the Zobby of the Police
Station until the date of the Public Hearing. The Police Station is open 24
hours per day, 7 days per week.

The municipal review of the Proposed Plan is scheduled for 8:00 p.m. , on
Aug. 30, 1977 by the Planning and Zoning Commission at which time you can state
your views on the proposed design change. Written statements may be submitted
at the hearing or prior to the hearing.
If you have any questions on these plans, please contact Dave Schmidt or
Don Spielman at the Hennepin County Highway Department, 935-3381 or the Hopkins
Engineering Department 935-8474 at the City HaIZ. We wi11 be pZeased to assist
you in any way we can.
