08-30-1977 A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, August 30, 1977, at 7:30 o'clock p.m. in the Council Chambers of � the City Ha11. Present were Chairman Gaskell, members Hance, Harriman, Loberg, Marker and Slaton. Also present were City Manager Craig, City Engineer Strojan, Zoning Administrator Kohnen and City Planner Hawks. Action: Mr. Hance moved and Dr. Slaton seconded a motion that the minutes of June 28, 1977 and July 26, 1977 be approved and signed. Motion carried. Item: Proposed amendment to the Zoning Ordinance continued to the meeting of September 27, 1977. Item: Proposed amendments to the By-Laws. Action: Mr. Loberg moved and Dr. SZaton seconded a motion that Section 13.1 be adopted as amended. Motion carried. Mr. Loberg moved and Mr. Marker seconded a motion that Section 5.2 be adopted as proposed. Motion carried. Item: Hearing to consider the proposed interchange of Highway No 7 and County ` Road Z8. Mr. Herb KZ�ssner, Chief Engineer Hennepin Count�, explained both the previous plan and the proposed change for the interchange and stated the timing of the construction. Residents of Hobby Acres and Knollwood expressed concern about the noise problems and stated that they would like the County to have readings taken at 4:00 a.m. when trucks are leaving the Red Owl garage. It was aZso stated that the County would meet with the City and adjoining residents concerning noise barriers before any f�nal plans were completed. Action: Mr. Marker moved and Mr. Loberg seconded a motion to recommend to the Council approval of Layout 16A Project 6706. Motion carried. Item: Appearance by Minneapolis Floral regarding pronosal for City purchase of their Iand in south Hopkins. Mr. Dick Podolske of Bartson Aschman presented the proposal and stated the five points that MinneapoZis F1ora1 would like in the agreement: � Density - 280 units, readjustment of final parcPl description, flood plain fi11 rights transferred to Minneapolis FZora1 parcel with excep- tion of 3%, utility and emergency access via Sth Street South and riqht of Minneapolis FZoral to request land use change in the future. He aZso stated that there is no definite proposal for this Iand at the present time. Action: Mr. Loberg moved and Mr. Hance seconded a motion to recommend to the CounciZ approvaZ of the proposal with the five points stated, specifically noting that 3i fiZling r;ghts be retained by the City and that Sth Street South be used only for an emergency exit and not for normal traffic. Motion carried. Item: Appearance by Napco to present final plans for the addition to their building. Action: Mr. Hance moved and Mr. Marker seconded a motion recommending to the Council approval of the final plans for the addition. Motion carried. Case No: 77-13 Hearing to consider an application by Mr. J. M. Barber for a Conditional Use Permit to remove sub-standard soil and replace with � granular material in the I-2 District on Lots 1 thru 5, inclusive, Block 2, L.P. Creviers First Addition, 14th Avenue & Fifth Street South. Action: Dr. Slaton moved and Mr. Loberg seconded a motion recommending to the City Council approval of the Conditional Use Permit subject to the requirements Planning Commission minutes of August 30, 1977 continued. � set forth by the Nine Mi1e Creek Watershed District. Motion carried. Case No: 77-18 Hearing to consider an application by l4odern Merchandising for a Special Use Permit to place and use an office trailer on the back parking Zot for nine months while a new office buiZding is being constructed. Said traiZer to be on the property Zocated at 1300 Second Street South. Mr. Roitenberg of Modern Merchandising explained to the commission that the trailer would be used for computer equipment until they move into their new building in about nine months. Action: Mr. Marker moved and Dr. Slaton seconded a motion to recommend to the Council approval of the Special Use Permit for nine months. Motion carried. Mr. Loberg voting no. The description of the land to be included in the offer should be revised to describe the land outlined in red on the plot plan attached hereto; it being understood that the total acreage included in the offer will not in any way be reduced. 2. NOTICE OF HEARING ON PROPOSED DESIGN CHANGE AT INTERCHANGE OF CDUNTY ROAD 18 AND STATE HIGHWAY NO. 7 LAYOUT 16A PROJECT NO. 6706 The State Iaw provides that any County Highway improvement within the City limits must be approved by the municipal council . Hennepin County Highway Department has previously received City Council approval for the general design of County Road I8 through the City of Hopkins which is being presently constructed in stages. The approved design included a cloverleaf type interchange at the point where County Road 18 and State Highway No. 7 intersect. This was based on `, the assumption that Highway No. 7 wou.Zd be upgraded to a freeway. Since this is no longer the plan of the Minnesota Highway Department for Highway No.7 the State and the County feel that a redesign is justified because the antici- pated traffic volumes will be 1ess. The current proposaZ is to construct a modified diamond interchange which would include signalized at grade crossings for turning movements on Highway No. 7. The plan of the proposed design change (Layout 16A, Proj. No. 6706, 4-29-77) is on disp.Zay at the Hopkins City Hall on the wall in the Zobby of the Police Station until the date of the Public Hearing. The Police Station is open 24 hours per day, 7 days per week. � The municipal review of the Proposed Plan is scheduled for 8:00 p.m. , on Aug. 30, 1977 by the Planning and Zoning Commission at which time you can state your views on the proposed design change. Written statements may be submitted at the hearing or prior to the hearing.
