09-27-1977 A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday,
September 27, 1977 at 7:30 p.m. in the Council Chambers of the City Hall.

Present were Chairman Gaskell, members Loberg, Marker and Slaton. Also present were
City Manager Craig, City Engineer Strojar_, Zoning Administrator Kohnen and City Planner
Hawks.
Item: Approve and sign minutes of August 30, 1977.
Action: Mr. Loberg moved and Dr. Slaton seconded a motion that the minutes be approved
and signed. Motion carried.
Item: Review of parking problems at St. Johns Church.
Action: Dr. Slaton moved and Mr. Marker seconded a motion to table this item for one
year unless application is made for modification of the Conditional Use Permit.
Motion carried.
Item: Proposed changes to the 7oning Ordinance as presented by Jim Hawks.
Action: The Commission referred the changes back to the Planner for revisions and the
addition of several other changes. The Planner is to report back at the next
meeting.

Item: Recommendation to City Council of City owned disposition parcel at the N.E.
corner of lOth Avenue and First Street South for residential use.
Action: The Commission asked staff to contact Mr. Don Hagen and have him present the
plans he had for that parcel at the ne�t meeting.
Item: Mr. Uldis Treibergs, architect, presented a concept for the Rudy Luther property
located at the N.E. corner of Blake Road and Excelsior Avenue for a five story,
320 bed nursing home on the easterly portion of the parcel and a convenience
center consisting of offices, retail shops and a restaurant on the westerly
portion of the parcel.
Mr. Feyereisen asked the commission when the revisions for Blake Road and
Excelsior Avenue would be made.
Mr. Strojan informed him that the proposed modifications are to be made in 1978.
Father Turner of St. Johns asked about the occupancy of the nursing home and
it was stated that it would be for bed patients and board and care patients.
� A resident asked about the Certificate of Need and it was stated that they
already have the Certificate from an earlier date.
Jane Sellner asked if they had monitored the noise level at night when all the
trucks are leaving National Tea.
Mr. Vic Rotering wondered if parking for the Westside Village Apartments would
be adequate and the height and size of the nursing home might not meet the
ordinance requirements.
Susan Morrill asked if they could control the hours of operation for the
restaurant and stores and expressed concern over the height of the nursing
home and the aesthetics.
Mr. Hawks stated that the nursing home and offices were permitted uses in the
R-4 PUD but that the grocery store is not a permitted use and that the size
of the nursing home does not fit the density. These would require an amendment
to the Ordinance.
Action: The commission instructed Mr. Harvey, attorney for Mr. Luther, to file for a
Conditional Use Permit to set a date for a hearing.

Action: Dr. Slaton moved and Mr. Loberg seconded a motion that the meeting be adjourned.
Motion carried.
