12-27-1977 A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, December 27, 1977 at 7:30 p.m. , in the Council Chambers of the City Hall. � Present were Chairman Gaskell, members Hance, Loberg and Slaton. Also present were City Manager Craig, City Clerk Richardson, City Engineer Strojan, Zoning Administrator Kohnen and City Planner Hawks. Item: Dr. Slaton moved and Mr. Hance seconded a motion to approve and sign the minutes of November 29, 1977. Motion carried. Item: Proposed changes to the new zoning ordinance. Action: Dr. Slaton moved and Mr. Loberg seconded a motion to approve Item #1 of the December 22, 1977 memo from the City Planner. Motion carried. Mr. Hance moved and Mr. Loberg seconded a motion to approve Item #2 of the above mentioned memo. Motion carried. Dr. Slaton moved and Mr. Hance seconded a motion to approve Item #3 of the above mentioned memo. Motion carried. Mr. Hance made a motion to approve Item #4 of the above mentioned memo. Motion lost for lack of a second. � Mr. Gaskell continued the other items in the memo to the January 31, 1978 meeting due to lack of time. Item: Presentation of a proposed concept for the disposition parcel at lOth Avenue and First Street South by Mr. Hagen. Mr. Herb Mason presented the plan to the commission for the disposition parcel. The proposal consists of lower level parking containing 91 spaces, offices on the first floor and three stories of apartments above. There is also some street level parking. The proposal leaves 80 additional feet for the firm of Schoell-Madson. Action: Dr. Slaton moved and Mr. Hance seconded a motion to have staff review the plan. Motion carried. Case No: 77-28 Continued hearing on an application by Action Reddy Rents for an alley setback variance from the required 15 feet to 3 feet to construct an addition to the rear of the present building at 1401 Excelsior Avenue. Mr. Jasper explained the proposed pl�ns to the Commission `. Action: Dr. Slaton moved and Mr. Hance seconded a motion recommending to the City Council approval of the variance for a one story addition to the present building up to 3 feet from the alley. Motion carried. Item: Concept approval of a project to be constructed on the northeast corner of 7th Street and llth Avenue South continued from November 29th meeting. Action: Dr. Slaton moved and Mr. Hance seconded a motion to table this item due to lack of further communication from the developer. Motion carried. Case No: 77-29 Hearing on an application by Mr. Paul Steiner for a Conditional Use Permit to construct an office-warehouse building at 1615 Fifth Street South. Mr. Steiner presented his plans for an office-warehouse. He explained to the commission the reason for two buildings with parking between was due to poor soil conditions. Action: Mr. Hance moved and Dr. Slaton seconded a motion recommending to the Council approval of a side yard variance from 20 feet to 5 feet due to the wide open area and the poor soil conditions. Motion carried. � , Mr. Hance moved and Mr. Loberg seconded a motion to recommend to the Council approval of the Conditional Use Permit for a single structure on the westerly one-half of the lot with all conditions as stated on the plan submitted. Motion carried. Zoning and Planning Commission minutes of December 27, 1977 continued. � Item: Presentation by Mr. Paul Steiner on South Hopkins Industrial Redevelopment Project. Action: Dr. Slaton moved and Mr. Loberg seconded a motion to adopt RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HOPKINS, MINNESOTA PRESENTING THE OPINION OF THE PLANNING COMMISSION ON THE REDEVELOPMENT PLAN OF THE HOUSING AND RE- DEVELOPMENT AUTHORITY OF HOPKINS, MINNESOTA ENTITLED "SOUTH HOPKINS INDUSTRIAL REDEVELOPMENT PROJECT" . Motion carried. Item: Mr. Craig presented a five year Capital Budget Work Plan to the Commission. Mr. Hance had to leave the meeting at 9:30 and due to lack of a quorum the meetinq was adjourned. ATTEST: Alfred Gaskell, Chairman � �..� RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HOPKINS, MINNESOTA PRESENTING THE OPINION OF THE PLANNING COMMISSION ON THE REDEVELOPMENT PLAN OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF HOPKINS, MINNESOTA �-- ENTITLED "SOUTH HOPKINS INDU5TRIAL REDEVELOPMENT PROJECT" WHEREA5, it has been the intent and desire of the City of Hopkins for many years to improve conditions in the section of the City of Hopkins referred to as the South Hopkins Industrial Area; and WHEREAS, the Housing and Redevelop�ent Authority of Hopkins, Minnesota (the "Authority") , has now prepared a redevelopment pZan for the South Hopkins Industrial Area of Hopkins, Minnesota (the "Project Area") , entitled "South Hopkins Industrial Redevelopment Project (the "PZan") ; and WHEREAS, the Plan has been prepared by the Authority with the cooper- ation and assistance of the appropriate City departments; and L WHEREAS; the Authority has now transmitted the Plan to the Planning Commission of the City of Hopkins for its study, and has requested the written opinion of the Planning Commission on the Plan, a1Z pursuant to Minnesota Statutes 462.515; and WHEREAS, the Planning Commission has now studied and considered said Plan. NOW, THEREFORE, BE IT RESOLVED BY THE CITY PLANNING COMMISSION OF THE CITY OF HOPKINS, that, having studied and considered the PZan, the Planning Com- mission, by this resolution, advises the City Council, the Authority, and all in- terested persons, that it is the opinion of the Planning Commission that: � 1. The Plan provides an outline for the development and redevelopment of the Program Area and is sufficiently complete to indicate the relationship of the Plan to the objectives of the City of Hopkins as to appropriate land uses within the Program Area, and to indicate the general Zand uses and general stan- dards of development or redevelopment within the Program Area; 2. The Program Area is a deteriorated and deteriorating area within the meaning of Minnesota Statutes 462.421, subd. 11; 3. The proposed Plan is necessary to eZiminate, and prevent the spread of, such deterioration; 4. The Program Area is subject to conditions preventing private develop- ment and would not be made available for redeveZopment of the Program Area by private enterprise consistent with the sound needs of the locality as a whole; � 5. The Plan affords maximum opportunity for redevelopment of the Program Area by private enterprise consistent with the sound needs of the Zocality as a whole; 6. The objectives and purposes of the Plan conform to and are consistent with the general land use proposals and planning objectives previously, from time to time, established by the Planning Commission of the City of Hopkins for the de- velopment of the Program Area; 7. The P1an should be approved by the Authority and the City Council of Hopkins, Minnesota, and be impZemented and carried out as soon as possible.
