01-31-1978 A regular meeting of the Zoning & Planning Canunission of the City of Hopkins, Minnesota, was held on Tuesday, Januar_y 31, 1978, at 7:30 p.m. , in the Council Ch�mbers in the City Hall. � Present were Chairn�n Pro T�n Hance, members Loberg, Marker, Counci]man Slaton, City Manager Crai_q, City Engineer Strojan, Zoning Ac3ninistrator Kohnen and City Planner Hawks. Absent: Chairnian Gaskell and member Stefan. Chairm�i Pro Tem Hance opened the meetirxx� at 7:30 p.m. Action: Dr. Slaton moved, and Mr. Loberg seconded the mption to instruct Mr. I-iawks, to hold a Public Hearing on amendments to the Zoning Ordinance re: Hcane Occupation. l�btion carried. EXplanation by City Planner Hawks re: Richard Neslund property adjacent to Knoll�n�od and the Pul�lic Hearing to be held by St. Louis Park. People have been notified of this Hearing - Knollwood residents and Hobby Acr�residents and other interested garties. 1. Staff Report - Hagen's proposed concept at lOth and First Street South. (See attached) . Mr. Don Hagen appeared before the Commission and presented his preliminary proposs� concept for the construction of a 30 unit apariment building using one floor for comnercial use at the above location. � Action: Mr. Loberq moved, and Mr. Marker seconded the motion, that the Cc�mission approve Mr. Hagen's preliminazy concept proposal and rec�:anend ap��raval to the City Council. Motion carried. Item: Report by James Hawks, City Planner re Bank Drive-in concept at the corner of 8th Avenue T,Torth and Excelsior. (see attached) Action: Mr. Marker moved, and Dr. Slaton seconded the motion,to amend the Zoning Ordinance to allaa Banks in the B-3 District. Action: Mr. Loberg moved, and Mr. P�arker seconded the motion, to amend the above motion to read "allow �anks abutting the B-2 District in the B-3 District. Motion carried. Chairman Hance then called for a vote on the original motion as amended. Action: Mr. Marker moved, and Dr. Slaton seconded the motion, to approve the original motion as amended. Motion carried. Case #78-01 Application to waive the platting ordinance by Jack Yee's Restaurant. (see .,_ memo attached) Action: Dr. Slaton moved, and Mr. Loberg seconded the motion, to continue this it�n to the February 28, 1978, meeting. Motion carried. Case #78-02 Hearing on a sign height variance by Hopkins Car tiVash. (see memo attached) Action: Mr. Marker moved, and Mr. Loberg seconded the motion, to continue this item to the February 28, 1978, meeting. Motion carried, It�n: Application b_y Paul Steiner to waive the platting ordinance - South Hopkins Industrial Development. Action: Dr. Slaton moved, and Mr. Marker seconded the motion, to reccxYmend to Council the waiving of the platting ordinance as requested by Mr. Steiner on his proposed industrial develo�xnent in South Hapkins. Motion carried. Action: Mr. Marker moved, and Mr. Loberg seconded the motion, that the meeting be 1338 adjourned.
