03-14-1978 A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday,
March 14, 1978, at 7:30 p.m. in the Council Chambers of the City Hall (meeting post-
` poned from February 28, 1978) .
Present were Chairman Hance, City Manager Craig, City Engineer Strojan, Zoning Ad-
ministrator Kohnen and City Planner Hawks.
Item: Approve and sign minutes of January 31, 1978 meeting continued to March 28,
1978 meeting.
Item: Review proposed Zoning Ordinance changes.
Action: Hearing set for March 28, 1978 meeting.
Item: Noise control informational meeting regarding County Road 18 from Excelsior
Avenue to Second 5treet North.
5ound slides on noise control, explanation of proposed sound barrier, and question
and answer session conducted by Herb Klossner, Dave Schmidt and Don Spielman
from Hennepin County. A show of hands voted 16 to 5 for a noise barrier wall.
Action: County to appear before City Council for decision on sound control barrier.
` Case No: 78-01 Application for waiver of platting requirements by Jack Yee's Restaurant
continued from January 31, 1978 meeting.
Action: Continue this case to March 28, 1978 meeting.
Case No: 78-02 Hearing on a sign height variance by Hopkins Car Wash continued from
January 31, 1978 meeting.
Action: Asked to appear before City Council.
Case No: 78-03 Hearing on an application by White Castle System, Inc. for a Conditional
Use Permit to construct a restaurant at the southwest corner of Highway 7 and
Blake Road North.
Mr. W. Scott, Mr. B. Johnson, Mr. L. Windingstad and Mr. D. Lamoreaux appeared
for White Castle and explained their operation, building location and parking
areas.
Mr. Krystal appeared for Embers.

Action: Applicant will appear before the City Council on April 4, 1978.
Item: Concept review of plan for multiple family dwellings to be located at
7th Street and 9th Avenue South.
Action: Applicant to apply for Conditional Use Permit and any necessary variances at
the meeting March 28, 1978 and furnish further information including review by
Watershed District.
Item: Preliminary review of plans to remodel the Mobil Station at Blake Road and
Excelsior Avenue.
Mr. Fry and Mr. Anderson appeared for Mobil Oil and explained their self-service
operation.
Action: Letter to be sent to the City Council explaining this operation.
Item: Report by Jim Hawks on Dr. Axels land at lOth Avenue & First Street North for
parking.
Action: An application for a front yard and side yard variance and conditional use
� permit must be made. Continue this item to March 28, 1978 meeting.
Action: Mr. Hance adjourned the meeting.
