12-26-1978 A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, � December 26, 1978, at 7:30 p.m. in the Council Chambers of the City Hall. Present were members Eaves, Loberg, Marker, Miller and Slaton. Also present were City Manager Craig, City Engineer Strojan, Zoning Administrator Kohnen and City Planner Hawks. In the absence of Mr. Hance, Dr. Slaton chaired the meeting. Item: Mr. Miller moved and Mr. Loberg seconded a motion to approve and sign the minutes of the November 28, 1978 meeting. Motion carried. Item: The commission discussed the amendments to the Zoning Ordinance and decided to continue the discussion at the end of the meeting. Case No: 78-37 Hearing on an application by the Hopkins Holding Company for two variances (1) a variance from the allowable building height of 25 feet in the B-4 District to 60 feet for an addition to the motel and (2) a variance from the required parking of 101 spaces for the addition of 90 units. Request is to leave parking area as is, continued from the November 28, 1978 meeting. Action: Mr. Marker moved and Mr. Miller seconded a motion to have Mr. Hawks send a '� letter to the City Attorney asking for an opinion on the uniqueness of the property as a legal reason for granting the variance and also an opinion as to amending the ordinance to allow building height of 60 feet in the B-4 District with certain conditions. Motion carried. Case No: 78-38 Hearing on an application by the Hopkins Holding Company for a Conditional Use Permit to remodel and enlarge the building located at 1501 Highway 7 known as the Hopkins House, continued from the November 28, 1978 meeting. Action: Mr. Eaves moved and Mr. Loberg seconded a motion to continue this case to the January 30, 1979 meeting pending the opinion from Mr. Vesely. Motion carried. Case No: 78-25 Hearing on an application by Metro Contracting for a Conditional Use Permit to construct a proposed one story warehouse building and contractors equipment storage lot at 5th Street & llth Avenue South, continued from the November 28, 1978 meeting. Action: Mr. Eaves moved and Mr. Loberg seconded a motion to table this case until the necessary information is received from the applicant. Motion carried. Case No: 78-42 Hearing on an application by National Housing Partnership for the following items: 1. Re-zoning of the property from R-1-A (One and two family high density) and B-3 (General Business) to R-3 (Medium Density Multiple Family) or R-4 (Medium High Density Multiple Family) . Action: Mr. Eaves moved and Mr. Miller seconded a motion recommending to the Council approval of the re-zoning from R-1-A and B-3 to R-3 with the condition that the Council hold the second reading until the entire package is put together for the property. Motion carried. 2. A parking variance from 200 spaces in the R-3 District to 150 spaces. Mr. Howard Harvey, Mr. Corwin Peterson and Mr. Eric Ingvalson spoke in regard to the parking. The commission discussed the parking with Mr. Hyatt and Mr. Hennemuth and it was the decision of the commission that some revisions could be made to provide ! more parking within the project. During the discussion it was noted that another variance would be needed for the height of the storage buildings. Planning Commission minutes of December 26, 1978 continued. Action: Mr. Miller moved and Mr. Loberg seconded a motion to consider this item at a � January meeting at a time and date to be determined to give the designer time to incorporate more parking. Motion carried. 3. A conditional use permit for a Planned Unit Development and Building Permit. Action: Mr. Miller moved and Mr. Loberg seconded a motion to continue this item to the January meeting. Motion carried. 4. Certain variances from setback requirements. Action: Mr. Miller moved and Mr. Loberg seconded a motion to continue the variance to the January meeting. Motion carried. Item: Concept review for a grocery store at Excelsior Avenue & 6th Avenue South by Mr. Herb Weckman. Mr. Herb Weckman presented his plans to the commission. The commission looked favorably on the concept and decided that they would hold a special meeting on January 9, 1979, at 7:30 p.m. in the Council room to consider this and other possible revisions to the Zoning Ordinance for the B districts. � Case No; 78-48 Hearing to consider an application to vacate 17th Avenue South abutting Lots 13 thru 21; to vacate 6th Street South abutting Lots 12 and 13; to vacate the north-south alley abutting Lots 4 thru 12 and Lots 13 thru 21, all in Block 4, L.P. Crevier's First Addition to West Minneapolis, and to vacate 6th Street 5outh abutting Lots 12 and 13, Block 3, L.P. Crevier's First Addition to West Minneapolis. Action: Mr. Eaves moved and Mr. Miller seconded a motion recommending to the Council approval of the vacation. Motion carried. Item: Review of preliminary plat of Lots 1 thru 7, Uppals Addition. Mr. Hawks explained the plat to the commission and the reason for the request. Action: Mr. Miller moved and Mr. Loberg seconded a motion to accept the preliminary plat and schedule hearing for the next meeting. Motion carried. Item: Preliminary review of request for Waiver of Platting Requirements to divide Mr. Uppals property into two parcels for mortgage purposes prior to the formal � platting. Action: Mr. Miller moved and Mr. Loberg seconded a motion recommending to the Council Waiver of the Platting Requirements for Mr. Uppals property. Motion carried. Mr. Eaves voting no. Item: Mr. Hawks presented the Amhurst Plan in St. Louis Park abutting Hopkins at Highway No. 7 and Edgemoor Drive. No action taken. Item: Mr. Craig showed the commission a revised drawing of the parking lot to be constructed on lOth Avenue & First Street North. Action: Mr. Eaves moved and Mr. Loberg seconded a motion that the meeting be adjourned, Motion carried.
