Resolution 231 RESOLUTION N0. 73-231 RESOLUTION OF ZONING AND PLANNING COMMISSION, DIRECTED TO CITY COUNCIL, PROPOSING A CITY RESPONSE TO THE COUNTY � HIGHWAY DEPARTMENT'S PRELIMINARY PLAN FOR 1975 RECONSTRUCTION OF THE INTER- SECTION OF HIGHWAY 3 AND HIGHWAY 20. WHEREAS, the Zoning and Planning Commission has reviewed the proposed project in great depth, and WHEREAS, both the County Highway Department and the resident and industrial owners in the area have had an opportunity to appear, and WHEREAS, the Minnesota Statutes provide a municipal review and veto over such projects, NOW THEREFORE, THE ZONING AND PLANNING COMMISSION proposed the following City response to the County Highway Department: `- 1. All private property south of the curb line of Excelsior Avenue and adjacent to Excelsior Avenue and East of the Mobil Gas Station (in the area east of Blake Road) should be left undisturbed. 2. The Commission feels that Blake Road, south of Excelsior, does not warrant two southbound through lanes and two northbound through lanes, especially when we consider the two lane character of the road farther south in the Village of Edina. 3. Underpass should be constructed at the Railroad track on Blake Road North. 4. The County should provide room on the right-of-way for a municipal bicycle trail on the east side of Blake Road North. If additional right-of-way is required, City assistance and explanation to the property owners could assist in providing this right-of-way at no cost. � 5. This Zoning and Planning Commission indicates its willingness to consider a non-conforming use arrangement for Merchants Refrigeration to allow them to part with their additional right-of-way at less cost. 6. A left-turn lane for both northbound and southbound traffic and a break in the Median should be provided on Blake Road North at a point 369 feet north of the north right-of-way line of Excelsior Boulevard. 7. Pedestrian actuated signals with walk indicators should be provided at the intersection of Highway 3 and Highway 20.
