` ZONING AND PLANNING COMMISSION MINUTES
December 28, 1999
A regular meeting of the Zoning and Planning Commission was held on Tuesday, December 28,
1999, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission Members Dorothy Boen, Randy Engel, Roger Gross, Eric Rudolph, John
Szuba, Ross Bartz, and Maura Swanson.
Also present were City Planner Nancy Anderson, and Director of Planning and Economic
Development Jim Kerrigan.
CALL TO ORDER
Ms. Boen called the meeting to order at 6:30 p.m.
APPROVAL OF MINUTES
Mr. Bartz and Ms. Swanson seconded a motion to approve the minutes of the November 30, 1999,
regular meeting. The motion carried unanimously.
ITEM: SINGLE FAMILY ORDINANCE AMENDMENTS
� This item was referred back to the Commission from the City Council. Ms. Anderson reviewed the
history of the ordinance amendments and why this item was referred back to the City Council. Ms.
Anderson also reviewed the various options for the Commission.
Jerry Steiner appeared before the Commission. Mr. Steiner reviewed the mechanics of rezoning and
the conditional use permit process.
The Commission discussed the control with an institutional zoning district vs. the conditional use
permit process.
Mark Koegler appeared before the Commission. Mr. Koegler stated that the combined approach is
more restrictive. The conditional use permit process gives more flexibility.
Cecil Kloss, a resident of Hopkins, appeared before the Commission. Mr. Kloss stated that Zion
Lutheran Church has a problem with the traffic generated from funerals.
Jim Kerrigan stated that Zion could construct the driveway as proposed with the exception of the
parking area.
Ed Lundgren, a resident of Hopkins, appeared before the Commission. Mr. Lundgren stated that
homes were taken in the past and he does not see what is wrong with the existing ordinance.

� Mr. Engel moved and Ms. Swanson seconded a motion to affirm Ordinance 99-833, regulating the
removal of single family homes by conditional use permit. The motion failed. The vote was 3-4.
Mr. Engel, Ms. Swanson and Mr. Rudolph voting aye.
Mr. Szuba moved to direct staff to draft an ordinance to rezone the institutional uses in the R-1
through R-6 districts to institutional. Mr. Szuba withdrew the motion.
Mr. Gross moved and Mr. Bartz seconded a motion to direct staff to draft an ordinance to rezone the
institutional uses in the R-1 district to institutional. The motion was approved on a 4-3 vote. Mr.
Szuba, Mr. Gross, Ms. Boen and Mr. Bartz voting aye.
ITEM: BYLAW S
The bylaws need to be amended because the Council liaison position has been eliminated. Also the
60-day time limit for action by the City was also included in the bylaws. The Commission asked
other changes to the bylaws. The bylaws will be brought back to the Commission at the January
meeting.
ADJOURN
Mr. Bartz moved and Mr. Szuba seconded a motion to adjourn at 8:05 p.m. The motion was
approved unanimously. �
