Present were Commission Members Dorothy Boen, Randy Engel, Roger Gross, Eric Rudolph and Paul Szuba. Also present were City Planner Nancy Anderson, Director of Planning and Economic Development Jim Kerrigan, and City Attorney Jerre Miller. CALL TO ORDER Ms. Boen called the meeting to order at 6:30 p.m. APPROVAL OF MINUTES Mr. Gross and Mr. Szuba seconded a motion to approve the minutes of the September 28, 1999, regular meeting. The motion carried unanimously. CASE NO. ZN99-3 ORDINANCE AMENDMENTS–SINGLE FAMILY PRESERVATION — Ms. Anderson reviewed the proposed ordinance with the Commission. Mr. Kerrigan reviewed the proposed site plan of Zion Lutheran Church with the Commission. Jerry Steiner was also at the meeting to answer questions. Ms. Boen opened the public hearing at 6:50 p.m. Representatives from Zion Lutheran Church appeared before the Commission. They stated that the new access is important to relieve traffic congestion. Zion also wants to construct a small parking area in the access drive. As the ordinance is currently written, a parking area will not be allowed in the access drive. Mr. Gross moved and Mr. Engel seconded a motion to close the public hearing at 7:00 p.m. The motion carried unanimously. Mr. Engel moved and Mr. Szuba seconded a motion to approve Resolution RZ99-14, recommending approval of ordinance amendments. VN99-6 REAR YARD SETBACK VARIANCE— 133 ASHLEY ROAD Ms. Anderson reviewed the proposed variance with the Commission. The Commission asked if the subject home was at the same front setback as the other homes in the neighborhood. The subject home has the same front yard setback as other homes in the area. The applicants did not appear at the meeting. The Commission moved this item down on the agenda to see if the applicants would appear. CASE NO. WVR99-2 WAIVER OF PLAT— 1019 MAINSTREET This case was withdrawn at the request of the applicant. CASE NO. ZN99-5 DOWNTOWN PARKING RECOMMENDATIONS Jim Hartshorn reviewed the parking changes with the Commission. Nora Davis, president of the Hopkins Business and Civic Association (HBCA), appeared before the Commission. The Commission discussed the cost of a new stall, the two areas that could become parking, and new signage. Nelson Berg, a businessperson in Hopkins, stated there were two issues: simplicity and the need to address various requirements for parking. Mr. Gross moved and Mr. Engel seconded a motion to approve the parking changes recommended by -- the Parking Task Force. The motion carried unanimously. CASE NO. VN99-6 REAR YARD SETBACK VARIANCE— 133 ASHLEY ROAD The applicants did not appear at the meeting. Mr. Engel moved and Mr. Rudolph seconded a motion to approve Resolution RZ99-15, recommending denial of a rear yard setback variance at 133 Ashley Road. The motion was approved unanimously. CASE NO. ZN99-4 NEIGHBORHOOD MEETING LEGISLATIVE POLICY Ms. Anderson stated that the language has been changed from an ordinance amendment to a legislative policy. Ms. Anderson stated that a policy would allow some flexibility in the meeting requirement, whereas an ordinance would not. The Commission indicated that a legislative policy was more appropriate than an ordinance. The Commission also indicated that this policy was a good concept. Mr. Gross moved and Mr. Szuba seconded a motion to approve Resolution RZ99-17, recommending approval of a legislative policy to require neighborhood meetings. The motion was approved unanimously. � NIlNUTES OF TI�ZONING AND PLANNING MEETING Page 3 ITEM: COMPREHENSIVE PLAN The Commission reviewed the Implementation Strategies of the Comprehensive Plan.
