� ZONING AND PLANNING COMMISSION MINUTES
September 28, 1999
A regular meeting of the Zoning and Planning Commission was held on Tuesday, September 28,
1999, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission Members Dorothy Boen, Ross Bartz, Roger Gross, Maura Swanson, Eric
Rudolph and Paul Szuba.
Also present was City Planner Nancy Anderson.
VARIANCE DISCUSSION
The Commission had a discussion with the City Council in the Raspberry Room regarding variances.
CALL TO ORDER
Ms. Boen called the meeting to order at 7:30 p.m.
APPROVAL OF MINUTES
Mr. Gross and Ms. Swanson seconded a motion to approve the minutes of the August 31, 1999,
regular meeting. The motion carried unanimously.
�-' ITEM: DEPOT
Jim Parsons reviewed the trailhead proposal with the Commission. Bob Wicklund and Doug Bryant,
representing Hennepin Parks, and Ken Wazd of the Depot Coffee House appeared before the
Commission. Mr. Wicklund reviewed the proposed trailhead at the Depot site.
The Commission asked if the fence between the railroad and trail could be extended further to the
west. Mr. Wickland stated that the fencing could be extended.
The Commission indicated that they approved of the proposed site plan.
ITEM: MORATORIIJM SINGLE-FAMILY HOMES DEMOLITION
Jerry Steiner and Mark Koegler appeared before the Commission. There is currently a moratorium
on the demolition of§ingle family homes within the City. Mr. Steiner reviewed the various changes
to the proposed ordinance since the last meeting to regulate the removal of single family homes. It
was noted that there would be a public heazing for the proposed ordinance at the October meeting.
Karl Galik, representing Zion Lutheran Church, appeared before the Commission. Mr. Galik asked
questions about the proposed ordinance.

ITEM: COMPREHENSIVE PLAN
Mark Koegler of Hoisington Koegler appeared before the Commission. Mr. Koegler reviewed the
park and downtown sections of the Comprehensive Plan with the Commission. The Commission
discussed the park and downtown sections.
ADJOURN
Ms. Swanson moved and Mr. Bartz seconded a motion to adjourn at 8:55 p.m. The motion was
approved unanimously.
