ZONING AND PLANNING COMMISSiON MINUTES
February 23, 1999
A regular meeting of the Zoning and Planning Commission was held on Tuesday, February 23, 1999,
at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission members Roger Gross, Randy Engel, Dorothy Boen, Sid Blair, Pat
Gleeson, and Maura Swanson.
Also present was City Planner Nancy Anderson.
CALL TO ORDER
Mr. Engel called the meeting to order at 6:30 p.m.
APPROVAL OF MINUTES
Mr. Gross moved and Mr. Gleeson seconded a motion to approve the minutes of the January 2G,
1999, regular meeting. The motion carried unanimously.
AUTO SALES LOT
All auto sales lots within the City rec�uire a conditional use permit. One condition for auto sales lots
�-- is that the square footage of the sales lot not exceed the square footage of the building on the site.
Recently tl�e auto lots that have this rec�uirement have exceeded the number of cars allowed. This
item is on the agenda for discussion.
Carl Hanson, the owner of the auto sales lot at 1714 Mainstreet, appeared before the Commission.
Mr. Hanson stated that he wants to utilize every inch of the property and that other businesses are
allowed to use their property.
Jeff Sell, the owner of the auto sales lot at Mainstreet and Shady Oak Road, appeared before the
Commission. Mr. Sell stated that he has cars on the lot that are not for sale and also has an auto
repair use on the site.
The Commission asked the staffto provide more information to the Commission regarding how other
cities regulate auto sales lots.
ALLIANT TECH PARKING LOT
Alliant Tech currently has a parking lot between the Hopkins Arches and Tyler Avenue. The parking
lot is currently zoned R-1-C, Single Family Medium Density. Alliant Tech is in the process of selling
the property. The property is designated in the Comprehensive Plan as Low Density Residential.
There has been a great deal of discussion on the existing zoning and the Comprehensive Plan
desibnation.

� Bill Beard and Paul Gamst appeared before the Commission. Mr. Beard and Mr. Gamst are
proposing to purchase the property. Mr. Beard stated that they wanted to work with the community
to construct homes that meet a need. Mr. Beard and Mr. Gamst are proposing to come to the March
meeting with several concepts for the site.
The Commission discussed various zonings for the site.
Mr. Gleeson left at 7:35 p.m.
The following are the comments from the Commission regarding the zoning of the subject site:
Engel — like the brownstone idea, but the site is zoned R-1-C and in the Comprehensive Plan as single
family. ln favor of single family; if can create a niche or unic�ue single family, it could work
Boen - In favor of R-I-C zoning.
Swanson - Agree with Mrs. Boen.
Blair— In favor of single family; need more single family homes.
Gross — Have not heard anything to change zoning from single family homes.
B-2 DISCUSSION �

Ms. Anderson reviewed the memo regarding the B-2 and B-3 zoning districts along Mainstreet with
the Commission. There has been a concern that warehousing is allowed in B-3 and this type of use
could occur on Mainstreet and may not be appropriate for Mainstreet.
The Commission asked the staffto research the possibility of overlay zoning.
UPDATE HOUSING MORATORUIM
The City Council reviewed the information regarding the single family house demolition moratorium.
The City Council will review additional information at their March 9, 1999 workshop meeting.

Mrs. Boen moved and Mrs. Swanson seconded a motion to adjourn at 8:05 p.m. The motion was
approved unanimously.
