ZN98-5 HBCA PARKING COMMITTEE RECOMMENDATIONS CONIMISSION ACTION: � � � � ITEM: ZONING AMENDMENTS � ADJOURNMENT � ' ZONING AND PLANNING COMMISSION MINUTES December 29, 1998 A regular meeting of the Zoning and Planning Commission was held on Tuesday, December 29, 1998, at 6:30 p.m. in the Council Chambers of Hopkins City Hall. Present were Commission members Dorothy Boen, Pat Gleeson, Roger Gross, Rick Brausen, and Council Representative Fran Hesch. Also present were City Planner Nancy Anderson and Economic Development Coordinator Jim Hartshorn. CALL TO ORDER Ms. Boen called the meeting to order at 6:30 p.m. APPROVAL OF MINUTES Mr. Brausen moved and Mr. Gleeson seconded a motion to approve the minutes of the November 24, 1998, regular meeting. The motion carried unanimously. CASE NO. VN98-7 ACCESSORY BUILDING- HEIGHT VARIANCE Ms. Anderson reviewed the variance. Joseph Haubenhofer, the applicant, appeared before the `'" Commission. Mr. Haubenhofer stated the following three reasons for the granting of the variance: 1. The existing architecture of the property is Cape Cod and a shorter garage would look inconsistent and lesson the value of the property. 2. The property is not level, and the proposed garage location is a lower area on the lot. 3. The neighbors have no objections if the garage is higher. Mr. Haubenhofer stated that he wanted to start construction in the spring. The Commission discussed amending the zoning ordinance rather than granting the variance. The staffwill work on language to amend the zoning ordinance to allow higher accessory structures for the January meeting. Mr. Brausen moved and Mr. Gleeson seconded a motion to continue VN98-7 to the January meeting. The motion was approved unanimously. CASE NO ZN98-5 HBCA PARKING CON1MiTTEE RECOMMENDATIONS Jim Hartshorn reviewed HBCA parking recommendations with the Commission. Issues included: all-day parking spaces, 90-minute parking spaces and all-day permit parking spaces. Mr. Hartshorn mentioned that this recommendation would satisfy short and long term parking needs. These changes will be reviewed in three months. � _� .�. -„ MINUTES OF THE ZONING AND PLANNING MEETING Page 2 � Mr. Brausen moved and Mr. Gross seconded a motion to approve the HBCA parking recommendations. The motion was approved unanimously. ITEM: ZONING AMENDMENTS The Commission reviewed several zoning amendments regarding allowing residents to improve their homes without the need to request a variance and buffering between single family homes and other uses. The Commission discussed the amendments. A public hearing regarding these amendments will be held at the January meeting.
