ZONING AND PLANNING COMMISSION MINUTES
November 24, 1998
A regular meeting of the Zoning and Planning Commission was held on Tuesday, November 24,
1998, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission members Sid Blair, Dorothy Boen, Pat Gleeson, Roger Gross, Rick
Brausen, Randy Engel, Maura Swanson, and Council Representative Fran Hesch.
Also present were City Planner Nancy Anderson and City Attorney Jerre Miller.
CALL TO ORDER
Mr. Engel called the meeting to order at 6:30 p.m.
APPROVAL OF MINUTES
Mrs. Boen moved and Mr. Brausen seconded a motion to approve the minutes of the October 27,
1998, regiilar meeting. The motion carried unanimously.
CASE NO. CUP98-12 CONDITIONAL USE PERMIT— CHAPEL VIEW
Ms. Anderson reviewed the proposed development with the Commission. Chapel View was granted
�-- a conditional use permit to construct an addition in April. Since the conditional use permit was
granted, the project has been scaled back. The smaller addition will still be used for a chapel and
physical therapy area.
Robert Huntley, representing the applicant, appeared before the Commission. Mr. Huntley reviewed
the proposed addition with the Commission.
The public hearing was opened at 6:45 p.m. No one spoke at the public hearing regarding this issue.
Mr. Blair moved and Mr. Brausen seconded a motion to close the public hearing at 6:46 p.m. The
motion carried unanimously.
Mr. Brausen moved and Mr. Blair seconded :� motion to approve Resolution RZ98-28, approving
a condition�l use permit recommending an amendment to Conditional Use Permit 98-2 to
construct an addition to Chapel View. The motion was approved unanimously.
CASE NO. CUP98-13 CONDITIONAL USE PERMIT—APARTMENTS
Ms. Anderson reviewed the proposed development with the Commission. Keith Sjoquist,
representing the app(icants, appeared before the Commission. The applicants are proposing to
construct a 37-unit apartment building on the south side of the site where the existing apartments, The
Plantation, are located.

`" The public hearing was opened at 7:15 p.m. Mrs. Dahlberg of 425 Madison Avenue North appeared
at the public hearing. Mrs. Dahlberg was concerned with the following:
• Buffering on the south side of the property
• The utility easement
• The ditch handling the drainage
Diane Johnson of 338 Madison Avenue North appeared before the Commission. Mrs. Johnson was
concerned with the trees on the south side of the property and the affect of this development on the
existing drainage problems on Monroe Avenue.
Mr. Blair moved and Mr. Gleeson seconded a motion to close the public hearing at 7:27 p.m. The
motion was approved unanimously.
Mr. Gleeson left at 7:30 p.m.
Mr. Engel indicated that he was concerned about the following: that the building was too big for the
site, the impact to the neighbors, and the taking of trees.
Mr. Brausen moved and Mr. Gross seconded a motion to approve Resolution RZ98-29,
recommending approval of a conditional use permit to construct a 37-unit apartment building.
The motion was approved unanimously.
[TEM: ZONING AMENDMENTS

The Commission reviewed several zoning amendments to allow residents to improve their homes
without the need to request a variance. The Commission discussed the amendments.
Mr. Brausen indicated that it was his understanding that we would do more than the amendments
being discussed tonight.
Mr. Blair moved and Mr. Gross seconded a motion to continue the zoning amendments to the
December meeting.
ADJOURN
Mrs. Boen moved and Mrs. Swanson seconded a motion to adjourn at 8:00 p.m. The motion was
approved unanimously.
