ZONING AND PLANNING COMMISSION MINUTES
October 27, 1998
A regular meeting of the Zoning and Planning Commission was held on Tuesday, October 27, 1998,
at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission members Sid Blair, Dorothy Boen, Pat Gleeson, Roger Gross, Rick
Brausen, Randy Engel and Council Representative Fran Hesch.
Also present was City Planner Nancy Anderson.
CALL TO ORDER
Mr. Engel called the meeting to order at 6:30 p.m.
APPROVAL OF MINUTES
Mr. Brausen moved and Mrs. Boen seconded a motion to approve the minutes of the September
29, 1998, regular meeting. The motion carried unanimously.
CASE NO. CUP98-10 CONDITIONAL USE PERMIT— DRIVE IN
This item was continued from the September meeting. The applicant has requested that this item be
continued to the November meeting.

Mr. Brausen moved and Mr. Blair seconded a motion to continue this item to the November
meeting. The motion was approved unanimously.
CASE NO. VN98-6 VARIANCE— DRIVE IN
This item was continued from the September meeting. The applicant has requested that this item be
continued to the November meeting.

meeting. The motion was approved unanimously.
ITEM: ZONING STANDARDS
At a previous City Council meeting, the Council asking the Planning commission to discuss possible
amendments to the Zoning Ordinance to allow residents to improve their homes. The Commission
discussed various options to allow residents to improve their homes without requiring granting
variances. The Commission discussed what types of improvements residents want to do.
The staff will draft an ordinance for the November meeting with the following language:

• Allowing a minimum five-foot setback for the side yard of attached garages
�'" • Allowing a 20-foot setback for front porch additions
• Allowing a minimum five-foot setback for the side yard of corner lots

Mr. Blair moved and Mr. Brausen seconded a motion to adjourn at 7:08 p.m. The motion was
approved unanimously.
