A regular meeting of the Zoning and Planning Commission was held on Tuesday, April 28, 1998, at
6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission members Sid Blair, Dorothy Boen, Randy Engel, Roger Gross, Pat
Gleeson, Bill Schumacher, Rick Brausen, and Council Representative Gene Maxwell for Fran Hesch.
Also present were City Planner Nancy Anderson, Economic Development Coordinator Jim
Hartshorn, Public Works Director Steve Stadler, and City Attorney Jerre Miller.
CALL TO ORDER
Mr. Brausen called the meeting to order at 6:30 p.m.
APPROVAL OF MINUTES
Mr. Engel moved and Ms. Boen seconded a motion to approve the minutes of the March 31, 1998,
regular meeting. The motion carried unanimously.
CASE NO. 98-3 CONDITIONAL USE PERMIT—CAR WASH
Ms. Anderson reviewed the proposed addition of the car wash to the existing building. Ed Stiele, the
�-- applicant, appeared before the Commission. Mr. Stiele reviewed the site plan with the Commission.
John Smith, the architect, also appeared before the Commission. Mr. Smith stated that because the
site has poor soil the building will be on pilings. Mr. Engel asked about curbing around the parking
area. Mr. Stiele stated that the parking area would be re-done and there would be curb and gutter in
the parking area.
NIr. Schumacher arrived at 6:40.
The public hearing was opened at 6:50 p.m. Mr. Schumacher moved and Ms. Boen seconded a
motion to close the public hearing at 6:51 p.m. The motion was approved unanimously

recommending approval of a conditional use permit to construct a car wash. The motion was
approved unanimously.
CASE NO. CUP98-4 CONDITIONAL USE PERMIT—VALVOLINE INSTANT O[L
Ms. Anderson reviewed the proposed development with the Commission. Mark Gilbertson,
representing Valvoline Instant Oil Change, appeared before the Commission. Mr. Gilbertson
reviewed the site plan with the Commission.

Mr. Gleeson left at 7:00.

The public hearing was opened at 7:05 p.m. Arthur Bell of 25 19th Avenue North appeared at the
public hearing. Mr. Bell was concerned about the access points from 19'�' Avenue and wanted the
access points changed to Mainstreet. Mr. Blair moved and Mr. Schumacher seconded a motion to
close the public hearing at 7:17 p.m. The motion was approved unanimously.
1VIr. Maxwell left at 7:15.
The Commission discussed the access from 19`" rather than from Mainstreet and the visibility of the
access point closest to Mainstreet. Mr. Gilbertson stated that they service about 43 cars in a 12-hour
day. In the discussion regarding the access from 19'", the Commission decided to leave the site plan
as presented because the building will be set back further from 19t�' Avenue and the southerly access
point will be moved to the north. The Commission also indicated that accessing to 19'" Avenue is
safer that accessing onto Mainstreet. Mr. Engel was concerned about trash and delivery vehicles
creating noise at evening and early morning hours. A condition was added to the resolution regarding
limiting the times for delivery and trash vehicles.
Mr. Engel moved and Ms. Boen seconded a motion to approve Resolution RZ98-7,
recommending approval of a conditional use permit to construct a building for Valvoline
Instant Oil Change. The motion was approved unanimously.
ITEM: PARKING
Jim Hartshorn presented the proposed changes in the downtown parking system. The Commission
�— discussed the location of additional handicapped parking spaces. Mr. Brausen was concerned that the
proposed handicapped parking stalls would be located too far from the front of the Hopkins Center
for the Arts and would prefer to add an additional handicapped space on l lt�' Avenue North, south of
the alley. Mr. Hartshorn stated that the American Disabilities Act prevents locating a handicapped
space in that location as the street is not wide enough and it would be costly to make the necessary
improvements to accommodate this project.
Mr. Blair moved and Ms. Boen seconded a motion to approve the staff recommendations for changes
in the parking system. The motion carried unanimously.
Mr. Maxwell returned at 7:50.
ITEM: CAPITAL IMPROVEMENT PLAN 1999-2003
Steve Stadler, Public Works director, appeared before the Commission to review the Capital
Improvements Plan. The Commission discussed the Capital Improvements Plan.

Mr. Blair moved and Ms. Boen seconded a motion to adjourn at 8:30 p.m. The motion was
approved unanimously.
