ZONING AND PLANNING COMMISSION MINUTES
November 26, 1996
A regular meeting of the Zoning and Planning Commission was held on Tuesday, November 26, 1996, at 6:30
p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission members Sid Blair, Rick Brausen, Bill Schumacher, Dorothy Boen, Randy Engel,
Roger Gross, and Pat Gleeson.
Also present were City Planner Nancy Anderson and City Attorney Jerre Miller.
CALL TO ORDER
Mr. Schumacher called the meeting to order.
APPROVAL OF MINUTES
Mr. Blair moved and Mr. Brausen seconded a motion to approve the minutes of the October 29, 1996,
meeting. The motion carried unanimously.
CASE NO: SUBD 96-4 PRELIMINARY/FINAL PLAT--OAKS OF MAINSTREET
The conditional use permit was approved for the construction of 66 townhomes on this site. The last City
"— �pproval needed is to plat the property. Ms. Anderson reviewed the plat.
Keith Jans, the applicant, appeared before the Commission. The public hearing was opened at 6:35 p.m. No
one in the audience spoke on this issue.
Mr. Blair moved and Mr. Brausen seconded a motion to close the public hearing at 6:36 p.m. The motion was
approved unanimously. Mr. Blair moved and Mr. Gross seconded a motion to approve Resolution RZ96-19,
recommending approval of the preliminary/final plat for the Oaks of Mainstreet. The motion carried
unanimously.
CASE NO: WVR96-1 WAIVER OF PLAT--103 AND 105 MINNETONKA MILLS ROAD
Ms. Anderson reviewed the applicants' request. Robert Smith and Anna Gummow, the applicants, appeared
before the Commission.
Mr. Blair moved and Mr. Brausen seconded a motion to approve Resolution RZ96-20, recommending
approval of a waiver of plat at 103 and 105 Minnetonka Mills Road. The motion carried unanimously.
ITEM: REVIEW BUSINESS PARK ORDINANCE
Ms. Anderson reviewed recent proposals for the Hennepin County site and other recent developments in the
City. The Commission reviewed the information regarding the recent developments and proposals for the
��ennepin County site.
Mark Senn, representing the Hopkins Business and Civic Association (HBCA), appeared before the
__._ Commission. Mr. Senn stated that when a business area abuts a residential area, the residents prefer the fronts
of smaller buildings facing them, and because of this, the proposed ordinance should allow a smaller minimum
lot size and lessor parking setbacks.
The Commission discussed extensively the minimum lot size and the setbacks abutting a residential district.
The Commission directed staff to change the proposed ordinance to allow a minimum lot size of one acre, but
not to change the minimum setbacks.

Mr. Blair moved and Mr. Brausen seconded a motion to adjourn at 7:30 p.m. The motion carried
unanimously.
