COMMISSION ACTION: / / / / --� ADJOURNMENT � ZONING AND PLANNING COMMISSION MINUTES April 30, 1996 A regular meeting of the Zoning and Planning Commission was held on Tuesday, April 30, 1996, at 6:30 p.m. in the Council Chambers of Hopkins City Hall. Present were Commissioners Pat Gleeson, Dan Johnson, Kate Kinnich, Rick Brausen, Bill Schumacher, and Council Representative Gene Maxwell. Also present was City Planner Nancy Anderson and Community Development Specialist Paul Steinman. CALL TO ORDER Chairperson Johnson called the meeting to order. APPROVAL OF MINUTES Mr. Brausen moved and Ms. Kinnich seconded a motion to approve the minutes of the March 26, 1996, meeting. The motion carried unanimously. --� CASE NO. CUP96-2 CONDITIONAL USE PERMIT--CHAPEL VIEW Ms. Anderson reviewed the proposed signage for Chapel View. Larger signs are allowed for certain uses in the residential district with a conditional use permit. Steve Fritzke, representing Chapel View, appeared before the Commission. Mr. Fritzke stated that the existing signs are 25 years old and the new signs will improve the grounds. Cecil Kloss, representing Chapel View, also appeared before the Commission. Mr. Kloss stated that the proposed signs will be similar to the sign that Zion Lutheran Church has on Fifth Avenue. Karla Zof�ka, also representing Chapel View, appeared before the Commission. Ms. Zof�ka stated that they will be improving the landscaping on the sites because it is their 25th anniversary this year. The public hearing was opened at 6:45 p.m. No one came forward to speak. Mrs. Kinnich moved and Mr. Brausen seconded a motion to close the public hearing at 6:46 p.m. The motion was approved unanimously. Mr. Brausen moved and Mr. Gleeson seconded a motion to approve Resolution RZ96-6, recommending approval of new signage at 605 and 615 Minnetonka Mills Road. The motion was approved unanimously. ITEM: PARKING STUDY � Ms. Anderson reviewed the staff and HBCA's recommendations. Jim Benshoof appeared before the Commission. Mr. Benshoof answered various questions from the Commission. MINUTES OF THE ZONING AND PLANNING MEETING .._.. Page Two Mr. Benshoof stated that the lOth Avenue angle parking is a safety issue because the street is not wide enough. Mr. Brausen stated that he is against removing the angle parking Mr. Schumacher arrived at 7:03 Mr. Benshoof stated that lOth Avenue is 44 feet wide and with the angle parking the street should be 50 feet wide. Bob Miller appeared before the Commission. Mr. Miller stated that when Mainstreet was re-done, one suggestion was to make lOth Avenue wider by narrowing the sidewalk, but this was never done. Mr. Gleeson moved to approve Resolution RZ96-7. The motion died for lack of a second. Mr. Brausen moved and Mr. Gleeson seconded a motion to approve Resolution RZ96-7 without # 4 (the angle parking on lOth Avenue). The motion camed on a 4-1 vote. Mr. Schumacher voting nay. The Commission continued to discuss the angle parking on the west side of l Oth Avenue. � Ms. Kinnich stated that drivers may not be looking when backing up and it is a greater hazard for pedestrians and individuals on bikes. The Commission asked Mr. Benshoof if removing two spaces would improve the situation. Mr. Benshoof stated that it would be a slight improvement, but not a substantial difference. Mr. Brausen stated that the business uses have changed and there is more need for parking in this area. Mr. Johnson stated that lOth Avenue is a narrow street and he has felt uneasy driving on lOth Avenue. Mr. Johnson moved and Mr. Gleeson seconded a motion to recommend approval of the following: Re-stripe from angle parking (approximately 9-10 spaces) to parallel parking (appro�mately 5 spaces) on the west side of lOth Avenue between Mainstreet and the alley to the south. Recommend leaving the time limit at its current time limit of 30 minutes. The motion carried on a 4-1 vote.
